Before the Public Service Commission of Utah NOTICE OF HEARING IN THE MATTER OF THE Application of UTAH POWER & LIGHT COMPANY for Approval of its Proposed Electric Rate Schedules and Electric Service Regulations. Notice is hereby given that the above-entitled application of Utah Power & Light Company will be heard before the Public - Service Commission of Utah, at the Salt Lake City Public Library, Lecture Hall (3rd) Floor, 209 East 5th South, Salt Lake City, Utah commencing at 9:00 a.m. on January 21, 1975. By his application Utah Power & Light Company seeks authority to increase its rates and charges for electric service in the State of Utah so as to produce additional gross revenues of $20,262,000 annually based on the volume of sales during 1974 adjusted to 1975 conditions. ' The applicant alleges that the increases in revenues stated above is necessary for the following reasons: (a) That its rate base for year end 1974, based on ten months actual and two months estimated, allocable to electric service in the State of Utah is $567,878,000 which requires additional revenue of $12,268,000. The" rate base figure of $567,878,000 represents an increase in-crease of nearly $76,000,000 over the rate base arrived at by the Commission in its Report and Order issued August 13, 1974, in Case No: 6978, involving the rates and earnings of Utah Power & Light Company. (b) That the applicant has experienced today an increase in its embedded cost of debt and preferred stock allocable to electric service in the State of Utah which requires additional revenue of $2,934,000. (c) That the price of coal, which applicant uses for fuel in most of its electric generating plants, has been increased following the recent wage settlements set-tlements negotiated by the United Mine Workers with applicant's ap-plicant's coal suppliers, and price increases allocalbe to applicant's business in Utah will require" additional "revenue of $1,653,000. (d) That applicant's Naughton No. 3 generating unit located in Wyoming s damaged and will be out of service for approximately a six1 month period and until the late spring of 1975; that the costs of repairs of such unit will approximate the sum of $1,000,000 for which applicant is insured except for the sum of $250,000; that because said unit is out of service, applicant ap-plicant must purchase power front other sources to supplement sup-plement its own generation to satisfy the requirements of its customers; and that the additional ad-ditional expense allocable to its Utah operations as a result of the foregoing will approximate $3,407,000 in the year of 1975. The applicant proposes to recover the $3,407,000 through a surcharge sur-charge until said amount is fully recovered after which the rates will be reduced to eliminate said surcharge. (E) That applicant's earnings ear-nings without the additional revenues referred to above are insufficient to maintain applicant's ap-plicant's financial intergrity and to allow applicant to pay the increased costs referred to above and render adequate service to its customers. The appicant alleges further that the increased revenues requested will be sufficient only to offset the increased expenses and costs outlined above and will not produce earnings on equity capital in excess of the rate heretofore allowed by the Commission. The applicant proposes to make the increased rates and charges effective in Feb. 1, 1975. The applicant proposes to spread the increased revenues among the various classifications of service on a generally uniform basis percentagewise. per-centagewise. The applicant is hereby ordered or-dered to file with the Commission Com-mission not later than Jan. 14, 1975, in written form, all of its proposed testimony and exhibits and provide a copy thereof to any party requesting it. At the hearing scheduled to commence on Jari! 21, 1975. following presentation of the ' applicant's case in chief, all interested parties then will have an opportunity to cross-examine the applicant's witnesses and to submit evidence in their own behalf. ORDINANCE NUMBER 1-75 AN ORDINANCE EXTENDING EX-TENDING THE CORPORATE LIMITS OF THE CITY OF SPRINGVILLE, UTAH, TO INCLUDE AN AREA KNOWN AS THE BUCKLEY ADDITION TO SPRINGVILLE CITY. BE IT ORDAINED BY THE CITY COUNCIL, OF THE CITY IOF SPRINGVILLE, UTAH SECTION 1. DECLARATION. ! The territory hereinafter described lies contiguous to the corporate limits of the city of Springville. All of the owners of the real property within said territory have requested that said territory be annexed to the city of Springville; and have filed in the office of the Springville City Recorder a petition in writing signed by them petitioning the Springville City Council for annexation of said territory. The City Council of Springville has determined and does hereby determine and declare that all of said territory should be annexed to and brought within the corporate limits of the city of Springville. J SECTION 2. PLAT OF TERRITORY ANNEXED. The owners of the real property within said territory have caused an accurate plat of said territory to be made, and a copy of said plat, designated as the Buckley Addition to Springville City and certified by a registered land surveyor, has been filed in the office of the City Recorder of Springville. SECTION 3. TERRITORY ANNEXED. The territory designated as the Buckley Addition to Springville City, as described in the Petition for Annexation and the Annexation Plat, is hereby annexed to the city of Springville, Utah; the corporate limits of the city of Springville are hereby extended and enlarged so as to include therein said territory; and hereafter said territory shall be subject to all applicable ordinances or-dinances and regulations of the city of Springville. Said territory annexed is described as follows, to-wit: ' Commencing West 909.47 feet and North 150.61 feet from the i Southeast Corner of Section 4, Township 8 South, Range 3 East, of the Salt Lake Base and Meridian; thence North 0 deg. 47 min. West 516.79 feet; thence South 88 deg. 32 min. 1 East 197.41 feet; thence South 513.52 feet along a fence line; thence North 89 deg. 27 min. West 190.30 feet along a fence line to the point of beginning. Area 2.29 acres. SECTION 4. ZONING. The territory annexed shall be classified as lying and being in the R-2-a Residential Zone. SECTION 5. RECORDING. RECOR-DING. The Springville Recorder is hereby authorized and directed to file in the office of the County Recorder of Utah County, Utah, a copy of the plat hereinabove referred to, duly certified, and a certified copy of this ordinance. SECTION 6. NOTICE TO STATE TAX COMMISSION. COM-MISSION. The City Recorder of Springville is further authorized and directed to file with the Utah State Tax Commission a copy of this ordinance, which ordinance shall be duly certified to show that all necessary, legal requirements relating to this annexation have been fully completed. SECTION 7. EFFECTIVE DATE. This ordinance shall take effect upon the thirtieth day after its passage. SECTION 8. PUBLICATION.' The City Recorder of the city of Springville is directed to cause this ordinance to be published in the Springville Herald, a newspaper published within the city of Springville, Utah, in the January 16, 1975 issue thereof.
