At least, that is the aim of the Law Enforcement Education Program at Brigham Young University. , "Our objective," stated program director Charles Fletcher, "is to educate superior future law enforcement officers and prepare them for additional training they will receive at various police academies around the country." Professor Fletcher, a 25-year-veteran of FBI service, believes this type of specialized education for future police officers of-ficers is paying off. The BYU Law Enforcement Education Program offers an associate degree, a bachelor's degree, and a master's degree. "Large metropolitan police forces are actively recruiting college graduates as are many smaller, more progressive departments." said Prof. Fletcher. "We find our graduates, because of their solid background, place among the top two or three percent in police academy training programs." Recruiters from Oakland, Los Angeles, San Fransico and as far away as Washington, D. C. have interviewed prospective graduates. "BYU started the program only four years ago," he continued. con-tinued. "It benefits from the wide offering at the University. We have classes in criminal sociology, psychology, health education, political science, chemistry, physics and many more areas other than our specific law enforcement courses." The police officer is really a social scientist, according to Prof. Fletcher. He deals with human problems ranging from family arguments to murder.' Because of this diversity and broad responsibility the director believes that proper education is the only was to provide the public with the type of law enforcement en-forcement officers needed to meet the challenges of our fast moving society. During the current semester 155 students, 15 of whom are women, are working toward degrees in law enforcement. Specific courses in their major include an introduction to law enforcement, its procedures, ethics, and organization; patrol and related police operation; criminal procedure and evidence; and advanced criminal investigation. For a master's degree in public administration the program offers courses in special problems in criminal law and l,aw enforcement 'organization and administration. ad-ministration. A, X I tr I ciass members under the new emphasis em-phasis of more interesting and history teaching at the high school. "We teach our students the basics of law enforcement," the director explained. "From there, our graduates can learn the specific criminal codes that apply to the states where they will be working, but they have a solid background upon which to build their i specific police knowledge." Since criminal procedure and evidence may vary somewhat from state to state, the program is geared to the "universal" in police work. Students are trained and versed in legal aspects of gathering and preserving evidence. They also are trained in the use of that evidence against the suspected criminal. Opportunities for field cadet training are limited in the Provo area because the population does not warrant a police force large enough to use his students. Some on-the-job training is provided by various Utah Valley law enforcement agencies and by the University's own security force. "For the most part," Prof Fletcher explained "our practical training takes place in the classroom. We have lectures and demonstrations on various phases of law enforcement from the RBI, the State Highway Patrol and local police chiefs." He believes this gives the students some first hand contact with professionals that they would otherwise miss because of the small demand for cadets. The major part of their paractical training, however, will come after their graduation when they enter the police training acacdemies. This column of questions and answers on federal tax matters is provided by the local office of the U.S. Internal Revenue Service and is published as a public service to taxpayers. The column answers questions most frequently asked by taxpayers. Q) Who must file an income tax return this year? A) The 1969 Tax Reform Act raised the gross income levels at which returns must be filed. Previously a return had to be filed when gross income in-come reached $600. A single person must file if his income is $1,700 or more. Married persons living in the same household and filing jointly must file if their income in-come is $2,.'i00 or more. These totals are increased by $600 if a person is 65 or older. Other married persons generally gen-erally are required to file if they have income of $600 or more. Taxpayers due a refund of taxes withheld must file a return re-turn to get a refund. i) Have you made it any easier for retired people to iixure the retirement income tax credit? A) Yes, the IKS will figure the credit and the tax for them in many cases. To qualify, qual-ify, they must take the standard stand-ard deduction and have income in-come not over $20,000 coming only from salaries or wages and tips, pensions and annuities, annu-ities, dividends and interest. For those who don't meet these qualifications or who decide de-cide to, figure the credit themselves, them-selves, the Schedule R Form has been changed to try to make the computation a little easier. Q) Does a dependent have to be someone related to you? n . f3 x-r n ill . The program's first bachelor's degree graduate was a girl who now works in the Bay area in juvenile probation. Women are in greater demand than ever according to Prof Fletcher, not because of women's lib, but because more specialized areas are being developed which need their services. Jobs are now available in major police departments in detective bureaus, vice squads, patrol divisions, as well as, decoy and juvenile work. "One of the areas of greatest demand is in interrogation," he said. A) Everyone who filed a return last year will receive a package of forms and instructions in-structions in the mail in January. Jan-uary. Extra copies of the forms and instructions will also be available at local offices of the IRS as well as many banks and post offices in January. Jan-uary. Remember to take the blue name label off the cover of the tax package you received in the mail and put it on the return you file. This label identifies your return for speedy processing and avoids refund delays. Any corrections may be made on the labek (J) How should I handle income in-come from land I rent to a farmer? A) Unless you are materially materi-ally involved in the management manage-ment or farming of the land you rent, you should report income from the land as rent. Use Schedule E, Form 1040. Two American History teachers at the Springville High School have intrigued students in their classrooms by making an appealing departure from the stereotype, traditional approach to teaching the rather dry subject of history. Alan Gardner and Julie Newman, in a team teaching situation, have arranged their subject matter into four phases, graduated according to difficulty dif-ficulty and method. Each phase accommodates the different interest and abilities of the students. They are concentrating con-centrating on historical themes that can be made more relevant and interesting by associating happenings of yesterday with those of today. This type of tailored and individualized in-dividualized instruction has both teacher and student excited. Without such trained and educated personnel our society cannot survive." "Officers, it might be added, that certainly cannot be called "dumb cops." This 6( a mile rate is a penny higher than a year ago and may also be used for travel costs associated with charitable contributions. A) Yes, check mailed and dated in 1970 should be reported re-ported in your 1970 income year. Q) Where can I get a copy of Your Federal Income Tax? A) A copy of Your Federal Income Tax, Publication No. 17, may be obtained from most IRS offices for 751. It may also be ordered from the Superintendent Super-intendent of Documents, U.S. Government Printing Office, Washington, D.C. 20402. Q) I have all my tax records. Can I file without my W-2? A) No, a W-2 withholding statement from each job held during 197D should be attached to your return. Failure to do so delayed the refunds of many taxpayers last year. Q) I was out on strike last spring. Do I have to pay tax on the strike benefits I received re-ceived then? A) Yes, strike benefits are taxable, unless the facts clearly clear-ly show they were intended as a gift. Phase one is for the student who is not inclined to get overly involved in his work and the instruction is done basically with audio-visual materials. Phase two is for those students interested in earning a C. Their assignments are based on a single textbook. Phase four is A level work. It consists of individualized research. In this phase there are no prescribed texts. The student chooses topics and goes on a "quest" in the library or in the field to exhaust the materials and information available on those topics. The original contract con-tract is not binding in that the student may elect at any time to move into another phase. The United States Constitution and the Court System are two areas in American History that have received this four-phase treatment at the Springville High School and with great success. To tie their academic work in with the real world, the students have had a Variety of unusual experiences. Highway Patrolman, Bill Duncan, has visited their classroom as a resource person on law enforcement. Students have traveled to the State Prison Pris-on and the county jail, Prisoners from the Point of the Mountain have attended classes at the high school and students have observed ob-served a District Court, the State Supreme Court, and the State Legislature in action. They have also met with Gov. Calvin Rampton and with Senator Wallace Bennett. In order to get the most out of these experiences, students are grouped into teams with an outstanding classmate acting as captain. This arrangement not only assists the teacher but provides opportunities for service and leadership experience. ex-perience. It is through progressive programs such as Mr. Gardner's and Miss Newman's, that young people are provided with opportunities op-portunities to become informed citizens; thus becoming guardians guar-dians and gaining the spirit of democracy in a challenging and exciting way.
