The funds come from a ten percent excise tax on fishing rods, reels, creels, artificial baits, lures, and flies. Distribution is made to the states according to a formula based on the number of sport fishing license holders and the area of each state. Under the Federal Aid in Fish Restoration program, states are reimbursed for up to 75 percent of the costs of approved projects.
