Japanese nations flocked out of the prospective battlefield of Cambodia in Indo-China, and a Tokyo spokesman at Saigon talked talk-ed freely of the great air, naval and military forces which Japan has available to back up her "mediation." Meantime, a ceremony was arranged ar-ranged at Adolf Hitler's mountain rereat of Berchtesgaden which was designed carefully to emphasize empha-size the close, inter-action of the Axis partners. Hitler and his foreign minister, Joachim Von Ribbentrop, ostentatiously ostenta-tiously received the new Japanese ambassador. Gen. Hiroshi Oshima, and held discussions presumably dealing with the role which Germany's Ger-many's partner is expected to play in carrying the war of nerves into the Far East. The Vichy government is be-lived be-lived to be adamant against the Japanese "mediation" proposals which call for cession of a big slice of Indo-Chinese territory to Thailand. Saigon reported all Japanese residents had evacuated Cambodia in accordance with Tokyo instructions. instruc-tions. A Japanese spokesman said great Japanese forces have been concentrated around Indo-China. Indo-China. nnd that Frence "must" accept the demands. The spokesman spokes-man said 12.000 Japanese troops now are in Tonkin, that a large nir force is based on Hanoi, and that warships are steaming off Haiphong and southern Indo-China. Indo-China. In this situation the Dutch government gov-ernment at Batavia instructed Dutch Nationals in Japan to send their wives and children home and Singapore announced strengthening strengthen-ing of the mine fields protecting the big naval base. Ort the military front the Germans Ger-mans kept emphasizing the destruction de-struction wrought by their plane nnd submarine campaign against British shipping. The claims were so sweeping it was difficult to establish es-tablish the exact tonnage claimed to have been sunk bv Berlin. The Germans admitted there still was trouble in Holland, possibly pos-sibly of widespread nature, since mention was made of strikes and the closing of business houses. The censorship was severe. The compromise of the reorganization reorgan-ization bills merely taking precedence prece-dence was reached when a motion for such action was introduced by Sen. Arthur O. Ellett. D., ftah, and accepted by the senate. Meanwhile, it was indicated that Maw's proposed department of publicity and industrial development develop-ment the only department covered cov-ered in an individual bill yet introduced intro-duced in the senate would be more powerful than previously believed. be-lieved. Influeneial Department Proposed amendments to add new duties to this department would, if accepted, make the department de-partment one of the most influential influen-tial in the streamlined state government. gov-ernment. The industrial development department de-partment bill was scheduled to come up for final consideration today. to-day. However, Sen. Stanley N. Child, D., Salt Lake, told the senate that an amendment was now being prepared and was "enroute to the senate" to put the present state engineer's office under the industrial indus-trial development division. The senate agreed with Child that consideration of the bill should be delayed until the amendment amend-ment was received. It was. also understood that a second amendment bringing the important industrial commission into the industrial development department, was also being prepared. pre-pared. - aa-ain Because of the reorganization, all appropriation suggestions were momentarily stymied. No Appropriations Yet Senator Ellett. chairman of the senate appropriations committee, commit-tee, announced that his committee wua not preparing an appropriation appropria-tion bill "because reorganization Is not far enough advanced to give any clear indication of anticipated needs." and "because we . don't know what the eventual setup will be." ' . Ellett said sub-committees were considering needs of , various present pres-ent departments, and that an appropriation ap-propriation bill would be ready for prompt introduction .at the special session Maw plans for late May or early June to wind up the reorganization and put the new state government into operation. Senate action yesterday completely com-pletely overshadowed activities of the house of representatives. The lower chamber, however, passed the senate's anti-trespass bill, while defeating a senate resolution resolu-tion that M-ould have lengthened the terms of county attorneys from two to four . years. .. , EDEN HUJtRVING TO ATHENS BUDAPEST, Feb. 28 (U.R) The semi-official Hungarian news agency reported tonight that British Foreign Secretary Anthony An-thony Eden will fly to Athens to offer Greece an alliance binding the Greeks not to make a separate peace.
