Carl Spaatz, air force i thief of staff, presented a special gold medal of honor to the ; pioneer airman's son, 19-year-old Billy, Jr. "Billy," Spaatz said solemnly, -'your father was the inspiration Best-Dressed Women Listed NEW YORKr March 27 (UK) The fashion academy today announced an-nounced ts annual list of best dressed women, "based on ability of the women to dress smartly in keeping with their budgets." The 12 women named in as many fields were: Screen, Loretta Young; Mary Livingston; super Hildegarde; opera set, Mrs, ltz Melchior; commentator, Maggl McNellis; society, Dolly O'Brien Dorelis; business, Ann Delafield; stage, Joan Tetzel; fashion pro-, motion, Mrs,: -Walter Thornton; sports, Sonja Henie; public life, Mrs. James V; Fprrestal, and debutante, deb-utante, Virginia Leigh. radio, clubs Laur- Rates Reduced For Unemployment' Insurance in Utah . SALT LAKE CITY, March 27 (U.R The 1948 rates for the state unemployment insurance fund will be reduced for all but' 15 Utah; firms which have been in business three or more years. Utah's director of employment security, B. L. Flanagan, said today to-day that rates for this, year have been fixed -and will be mailed to employers March 30. The rates for 6072 employers will vary from .8 per cent to 1.4 per cent. Utah's other 5563 employers will pay the standard rate of 2.7 per cent. for all that the air force is today." Young' Mitchell! a. handsome six-footer who wants to be a doctor doc-tor after he graduates from the University of Virginia, accepted the medal, shook his head once or twice, and replied in a low voice: "There not much 'I can say." Gen. Billy's widow, now Mrs. Thomas B. Byrd of Boyce, Ya.. walked , to her son's side and said, "I want to see it, to. What mother and son looked at was a medal authorized by the 79th congress in recognition of Mitchell's "far-sighted leadership in aviation." One side shows his likeness. The other bears this in scription. "For outstanding pi oneer service and foresight in the field of American military aviation." avia-tion." The ceremonies were held in Spaatz' Pentagon offices. As guests stood around his desk, the air force chief put aside a prepared pre-pared statement to speak briefly from the heart: "Billy Mitchell was motivated by devotion to a high purpose. He put duty to country abpve the interests of service and self. His courageous spirit serves as a last ing example to us all." That and young Billy's brief re sponse was all that there was to the ceremony which sought to right a wrong done in 1925 when Mitchell was court-martialed for" insubordination. He had expressed express-ed the "bold theory" that air power was a supreme military weapon capable of destroying sea power. The admirals took offense at that. Mitchell resigned from the service soon after his court mar tial which had .brought his sus pension of duty and pay. He died in 1936 at the age of 57. Over 9,000 Visit Freedom Train In Ogden Stop-Over OGDEN, March 27 OI.fr Authorities Au-thorities estimated today that between be-tween 8500 and 9500 persons viewed the Freedom Train during dur-ing its stop in Ogden yesterday. Hundreds more were turned away last night when the train doors were shut and the precious load of historical documents started toward Pocatello. AIR MAIL COMPENSATION INCREASE GRANTED SALT, LAKE CITY, March 27. (U.R) The, Civil Aeronautics Board today granted an application, applica-tion, increasing the airmail compensation com-pensation of Challenger Airlines company by 15 cents a mile. C. Allen Elggren, Challenger attorney, said the order was retroactive retro-active to May 3, 1947, when Challenger Chal-lenger first inaugurated its feeder feed-er line flights from Salt Lake to Denver. Officer Declines To Try Brother On Murder Charge PERCELL, Okla , March 27. (U.R) A visiting attorney today re placed a county prosecutor who refused to try his brother for murder. McClain County Prosecutor Ray Wilson said he could not prose cute his own brother. State Rep. Purman Wilson. District Judge Justin Hinshaw named Dave Tay lor, assistant county prosecutor in Cleveland county, to take his place. The state legislator is charged with the shotgun slaying of Jake Miller. 37, Blanchard. Okla., used car dealer. The victim' wife called it '.'cold-blooded murder.' Wilson said it was self defense. . Miller was killed by a blast from a 16-guage shotgun Thursday Thurs-day in the congressman's law office. The Millers had gone to the office' to call off plans for a aivorce, it was reported. Wilson, elected to the leais- lature 10 years ago and formerly a McClain county attorney, claimed he fired after Miller had threatened him repeatedly.
