Dec t tt A public pub-lic opinion analyst, writing in a Republican magazine, warned the GOP, tonight .against over-confidence as the result of its victory In the November general elections elec-tions and said statistically the -jparty was "not extraordinarily successful" in the elections, x C. M.. Oehler, in an extensive analysis of all midterm elections during the past 75 years, said that .political parties had made "enormous" "enor-mous" midterm gains in the past without winning the presidency .two years later. In an article entitled "Is 1949 In The Bag?", printed in "The Republican," which. its publishers described ai "the national nartv magazine, Oehler .compared the; recent contest with all other mid- period. He found the party in power has sustained heavier losses on seven occasions than were suf fered by the Democrats Iiis year. Only three of these seven re verses were followed by loss of the presidency at the following reaular election, he said. In the midterm elections of 1874, 1914, 1922 and 1938, the party in power sustained 'net losses . ranging from 59 to 06 seats in the house of i epresenta-tives, epresenta-tives, only to retain the presidency presi-dency two years later. Oehler said. The losses in all four of these midterm elections were greater than the 54-seat loss of the Democrats Nov. 5, he added. On an average, the "ascending" party has 'won 58" per cent of the total-House seats in midterm elections which have immediat lv preceded changes in party control of the . White House, Oehler's study revealed. The Republicans this year won about 58 per cent of the House nats. This "below average": margin of success does not justuy the opinion that the 1948 election is in the "OO.P. tag," he said. Although the "outs" have won the presidency both times they have captured control of both houses of congress in midterm during the past 75 years, the 194b outcome does not make this inevitable in-evitable in 1948, Oehler warned He pointed out that the G.O P.'j proportion of the toal popular vote dropped four per cent be- tween the 1938 midterm and the 1944 presidential elections and six "per cent betM.ee i the :42 and 1944 presidential elections.
