PAGE ' THREE Sugar ilafisning To DeginSoon; Rules Announced By DOUG AID WERNER United Press Staff Correspondent WASHINGTON, April 17 CE) The nation will begin its first coupon rationing system in approximately ap-proximately three weeks with, sugar one-half pound per week per person the first war-restricted product to come under the stamp buying plan. For the first eight weeks of the program sugar sales will be limited to eight ounces per week for each man, woman and child. The office of price administration . said that after that period there might be changes in the amount, depending on the nation's total supply. Distribution of the stamps attached to the first war ration carol will be carried out May 4 to : 7, ' with 1,250,000 elementary school teachers handling- the huge task. Only two classes of persons are exempted from receiving book? members of the armed forces and people confined to public, pub-lic, or private institutions which provide meals. The OPA issued a 50-page booklet book-let of instruction for officials handling the registration program. pro-gram. The registration will be conducted on this line of procedure: proce-dure: For single persons not members mem-bers of family units such persons per-sons may apply for and receive, if they are eligible, war ration books. Included in this class are college students and single persons per-sons working away from home. They may use stamps to purchase sugar even if they eat in restaurants, restau-rants, boarding houses or at the place of their employment. For family units One person of a family unit, which is defined by the OPA as a group of persons per-sons living in the same household house-hold and related by blood, marriage mar-riage or adoption, may apply for ration books for every member of the unif. Books will not be issued, is-sued, however, to persons who have more than six pounds of sugar on hand, or to family units with a total supply of six pounds for each person in the unit. -They may apply for books only after using up their excess supply. A stock of two pounds for each person will be allowed, but for .mounts between two and six pounds a stamp will be deducted for each pound. The OPA said the ration cards will be simple in form and easily carried. In its instruction booklet the OPA cited the following specCnc rulings which may raise questions ques-tions in minds of consumers: 1. Persons who eat in restaurants restau-rants or boarding houses are entitled en-titled to rationing books. Restaurants Restau-rants will not detach stamps from the books. 2. The family maid even though she lives in the same house may obtain a book, and use the sugar she buys- as she sees fit. She will not register with the family unit. 3. War ration books are transferable trans-ferable only when another person is purchasing sugar for the use of the person to whom the book was issued. For example, any members of the family can take the ration books of all the members mem-bers and buy the household's supply. sup-ply. 4. Members of family units away from home should have a member of their family register for them at their local board. 6. Persons with more than six pounds of sugar on hand should register, although they will not receive a war ration book. 7. Temporary residents of institutions in-stitutions may file applications or have their families file for them. 8. Anyone failing to registeV on the scheduled dates will have to wait two weeks before applying to his local rationing board for a book. 9. If it is necessary for a person per-son or family to have more sugSr than the rationed amount for home canning, illness or other special spe-cial reason they may apply to the local rationing board for the added amount and the board wijl decide on the application. 10. Books cannot be sent home for use by a family unless tne persons per-sons to whom they are issued actually live with their families. , Each of the 28 stamps will be good for a two weeks' suppTy of sugar for one person, and only the first four are restricted at present to one pound each. The stamps are numbered, arid the OPA will announce the time limit for using them. It will not be possible pos-sible to save stamps and purchase pur-chase a large' supply of sugar at one time. Marines, who recently returned from Iceland, left Thursday to report re-port for duty at San Diego, Calif. "We are interested in-terested in the housing of the permanent employes." It ts estimated est-imated the Geneva Works and Ironton Works expansion will bring from 4000 to 5000 skilled workmen into this territory, and its possible from 2000 to S000 single family units will have to be built to house these men and their famines. Mr. Weggeland said the initial allotment of" 375 homes for Utah county will be increased -as quickly quick-ly as this number is absorbed. Nelson Nel-son today advised Utah authorities that three Utah properties vOf the Columbia Steel company are among' 5CVwar plants that have set up voluntary labor-management committees. .The plants are the Columbia pig iron plant at Provo, the firm's coal mines at Columbia, - and the Columbia Iron . Mining' company mines at Odar City. Nelson said that other Utah companies .are also participating in the program , but their official reports have not yet been received in Washington by the WPB. LOCAL PLANES PLAN FLIGHTS SALT LAKE CITY, April. 18 tLR Joseph Bergtn, wing commander com-mander of the Utah wing of the civil air patrol, today announced that 22 planes would leave airports air-ports throughout the state Sunday for a flight survey of most of Utah. For patrol duty, for which combat com-bat pilots, cannot be spared, these civilian fliers have undertaken to cover Utah. The southern part of the state will be surveyed by a separate group of CAP fliers from St. George and Cedar City. Bergin announced that more than 400 pilots are listed in the Utah air division, and that nearly 100 more are almost ready to obtain ob-tain pilot's licenses. Nihe planes are scheduled to leave from Salt Lake City, three from Logan, three from Ogden, one or two from Brigham City, and up to eight from Provo and Spanish Fork. FREE FRENCH .
