Government Wins Confidence Vote April 21 J MV' The government won a nominal vote of confidence of 119 to 49 in the House of Commons Com-mons last night for its policy of protecting British shipping on the high seas about Spain and holding the Nationalists responsible for any damage done within the three-mile three-mile limit of territorial waters in the Bilboa blockade area. Foreign Secretary Anthony Eden, replying for the cabinet at the close of an evcning'3 debate on the blockade, repeated that protection would be given shipping up to the three mile limit.
