The immediate Congressional reaction to the tax plan was confused. con-fused. In general, it found a partisan par-tisan response of approval and objection. ob-jection. Tax Rider Looms First Congressional tax skirmish skir-mish will come with a left wing senate effort to attach a high inheritance in-heritance and excess profits tax rider to the $502,000,000 nuisance tax bill which is due before the senate this week. Senate Robert M. LaFollette, Prog., Wis., undertook to offer the tax rider. "We are confronted," he said, "with the alternative of taxing to maintain our credit or being forced into uncontrolled inflation." infla-tion." The "Little Fellow," individual or corporate. Goes not figure in the Roosevelt plan as a new revenue rev-enue source. But the President expressed confiaence the program would progrssively reduce the burden bur-den of the average tax payer. High IncomeU To Pay A few thousand of the most profitable corporations and the select group of indiviuuals whose incomes are $1,000,000 or more a year would pay most probably all of the new tax bill. The United Press was informed that the Roosevelt personal tax plan was aimed principally at million-dollar incomes, of which there were 46 in 1933. Presentation of this plan to encourage "wider distribution of wealth" and to curtail "inherited economic power" came yesterday in a-special message to congress. Chairman Robert L. Doughton of the house ways and means committee com-mittee said he would summon committeemen com-mitteemen today to consider the tax proposals. Senate radicals are maneuvering for immediate enactment, en-actment, but New Deal Congressional Congres-sional leaders generally desire delay until next session. Mr. Roosevelt's message suggested time would not permit Congress to do the job until next year. The immediate Roosevelt plan to obtain ample revenue without discouraging enterprise and to distribute dis-tribute tax burdens equitably is as follows: 1. High inheritance and gift taxes on "all very large amounts received by any one legatee or beneficiary." Segregation of this revenue for reduction of the national na-tional debt. 2. Tax levies to restrict "very great individual net incomes." 3. Substitution of a graduated corporation tax ranging from 10 to 16 per cent for the existing exist-ing 13 per cent rate. To this immediate program Mr. Roosevelt added two long-time objectives: 1. Taxation to simplify corporate cor-porate structures by elimination of "unnecessary holding companies" com-panies" in. all business. 2. Submission and ratification of a constitutional amendment to remove the tax exemption from federal, state and local government govern-ment securities. See These "SPECIALS" That Go On Sale TODAY! Aden Sheriff, former Norfolk city official, has invited promin ent leaders of the Democratic, Republican, Farmer-Labor and other parties. to attend the con vention. The left wing agrarian factions of the Farmers' Holiday association also have been asked. Sheriff says 7,500 persons may attend, Nebraska laws require that only 750 persons affix their names and addresses to petitions for formation of a new party. "There has been a great deal of comment by people of more or less national reputation in regard to a third political party and now they are going to have an oppor tunity to do something," said Sheriff in issuing a call for the meeting. "We are not going to tolerate criticism of past conditions. We are going to try to offer some thing that is better for the people in general than existing plans and measures we are going to offer something constructive. TWO STRIKERS IN GUN FIGHT Workman Nails Self In Wall; Emerges Sober BEACHWOOD, N. J. (U.P The man who gets out on a limb and then saws himself off has his twin in a carpenter in this Ocean County cqmmunity. Called to a cottage to repair the crisses and crosses of an ailing ail-ing laftice work screen about the porch foundation, the carpenter reported for work slightly forti fied with liquor. In his mildly befuddled but al together happy state, he decided to crawl lnsice and nail the loose slats. In so doing, he nailed him self in. With the aid of nearby relief workers and the village fire chief, the carpenter finally was extri cated. much to his own relief. It was a sobering experience. OMAHA STRIKE IS ARBITRATED UNION, S. C. June 19 l'.R Two men were killed by gunfire' in strike violence at the Monarch mills here today. The dead were A. L. Stutts, for many years card room overseer in the textile mill, and constable W. B.j Franklin. Trouble broke out when the mill, operating despite an unauthorized, strike of about 25 employes, shut down for lunch. The shots were said to have come from outside the mill gates. Sheriff's deputies were on hand in an attempt to preserve order in picket lines. A porcupine does not shoot its quills. Traction workers have been on strike six weeks. The arbitrators, however, called Gov. Roy L.
