U ' ; id REQUEST FOR COMMENTS LEGAL NOTICE Roosevelt-Duchesne and Vernal District Grazing Allotments The Roosevelt-Duchesne Roosevelt-Duchesne and Vernal Ranger Districts propose pro-pose to reauthorize grazing on 10 allotments allot-ments on the Ashley National Forest. Allotments from the two districts are being scoped together to enhance efficiency. The purpose and need for the proposed action is to provide forage for domestic livestock. Following public scoping, an environmental analysis analy-sis for these grazing allotments will be prepare'd and made available for public review. The allotments allot-ments being reviewed are Farm Creek, Dry Gulch, Pole Creek, Yellowstone, Petty Mountain, Mule Creek OnOff, Lake Fork, which are administered by the Roosevelt-Duchesne District; and Mosby Mountain, Whiterocks Canyon, West Whiterocks OnOff, which are administered adminis-tered by the Vernal District. As a part of reauthorizing reau-thorizing livestock grazing, the proposed action would incorporate incor-porate an adaptive management strategy. strat-egy. The strategy was developed by an interdisciplinary inter-disciplinary team of resource specialists and is a planning and monitoring process that identifies desired resource conditions ' and establishes benchmarks bench-marks and management manage-ment standards that would maintain or move toward desired condition on 205,061 acres. The benchmarks identified below will form a basis for monitoring moni-toring - to compare the allotment conditions condi-tions with the specified speci-fied benchmark. These would be incorporated , within existing livestock live-stock grazing permits and revised Allotment Management Plans and would compliment compli-ment existing Forest-wide Forest-wide standards and guidelines currently found therein. The Roosevelt-Duchesne Roosevelt-Duchesne and Vernal Districts have determined that an Environmental Assessment (EA) will be sufficient to analyze ana-lyze the potential environmental envi-ronmental effects of the proposed actions. We will decide whether or not to implement the proposed action or another alternative alterna-tive developed by the Forest Service in response to specific resource issues. We may choose on of the other alternatives or may select components compo-nents from among the proposed action and alternatives. The public is invited to offer substantive comment at this time. The Federal Highway High-way Administration (FHWA) and the Utah Department of Transportation Trans-portation (UDOT) are preparing to undertake the subject federal-aid project. In accordance with Section 106 of the National Historic Preservation Act of 1966, as amended, and 36 CFR 800, the FHWA and the UDOT herewith advise all interested persons or groups that the proposed project will have an Adverse Effect on two historic bridges eligible to the National Register of Historic Places. The project proposes to replace two bridge structures on SR-121 at MP 15.24 and MP 15.29, east of Neola, Uintah County, in order to correct structural and functional deficiencies. The existing timber bridge structures will be replaced with prefab concrete box culverts. The UDOT and FHWA have determined that there will be an Adverse Effect as a result of the undertaking.
