Uintah Basin Newt Service An emergency funding application to the Community Impact Board for $420,000 to help finance the construction of an animal shelter in Roosevelt City has been approved. City officials appeared before the CIB last week to detail the urgent need for the facility that will care for lost and unwanted animals picked up throughout Duchesne County. The funding mix was exactly what the city requested in their application. Costs above the $420,000 needed for construction will be paid by Roosevelt City. Duchesne County will help the building project out through in-kind contributions of labor and materials whenever possible, said Duchesne County Commissioner Kirk Wood. "This will be Duchesne County's main animal control shelter and will benefit all of the communities in the county," Cowan said. "It's been a work in progress." Roosevelt City has already spent $180,000 to purchase and develop the property where the animal shelter will be built just off of Highway 40 behind Shade's Frontier Diesel. The city used $25,000 in revitalization money they received from the county to help pay the costs of site preparation. The new shelter will measure 50 feet by 100 feet and will be located just a few hundred yards west of where the city formerly housed lost and abandoned animals in a facility behind Basin Veterinary Clinic. The city contracted with the clinic for decades, renting space for the animal shelter needs. That agreement ended when the clinic recently built a new facility. "We have been working on this project for over a year and are completing the (animal shelter's) foundation right now," said Cowan. "The city is deeply appreciative for the support of Basin Veterinary Clinic and the Dan Dennis family these many, many years because they provided the facility where these animals could be housed. They have been graciously helping us until we get this new building up and running." Cowan said the city hopes to have the new animal shelter constructed before the end of the year. In the meantime, animals picked up by animal control officers in Roosevelt and Duchesne, are housed in the old Basin Veterinary Clinic. . 1 t'l i. O The shelter project has been aided immensely through the support of the Duchesne County Commission, said Cowan. The county recently provided necessary equipment and manpower needed to build a road to the facility. According to Commissioner Wood, the county is planning a small animal shelter facility in Duchesne City. Currently, impounded animals from the western part of the county are being held at a makeshift shelter within the county jail complex. Wood said a group from Duchesne County traveled to Heber City, Vernal and Price to tour animal shelters. They came away with an idea of; the best way to manage the county's first self-contained-animal shelter. He said the: decision was made to operate: the shelters in Roosevelt and; Duchesne on a relatively small : scale, similar to what they had seen in Heber City. "We have to look at! realistically taking care of the! problem," he said. "My big-concern big-concern from day one is we; don't want to get into the pet: business. ..we need to control: the problem, have them there! on a short stay and get them out j to a rescue group, adopted or. reunited with their owners." : The county council of; governments formed a special service district to address the: needs of animal control issues. ; At one time they considered-giving considered-giving the district taxing powers to cover the financial needs of the new animal shelter, however that plan; was abandoned earlier this month. : Four of the county's five municipalities have agreed to help Roosevelt with the shelter's annual $150,000: operation and maintenance costs, which will include repayment of the CIB $220,000 no-interest loan. Roosevelt City will pay for half of the; operation and maintenance of the facility and Myton has agreed to contribute $7,000 towards those costs. Altamont and Duchesne cities are determining what share of their budgets can go towards the shelter. "Themunicipalgovernments who choose to utilize the facility will have to pay their fair share," said Cowan. Duchesne City first declined to provide any financial aid and said they would not participate in the special service district i-Wfteja eoux)t;iipKiiIeii said their withdrawal from the countywide project would mean the termination of any county funding towards a smaller animal shelter in Duchesne City, they reconsidered their decision in a specially-called meeting. In a split vote, Duchesne Council members agreed that the city would make a financial contribution and remain partners in the countywide animal control special service district. ANF closes campsites below Little Hole after bear sighting Black bear sightings and activity near campsites below Little Hole on the Green River have prompted closure over concerns for public safety. These campsites are located within the Flaming Gorge Ranger District on the Ashley National Forest. All Green River campsites on the North side of the Green River starting one mile below little Hole and ending at Red Creek Rapid approximately 4.5 miles below Little Hole are closed. Campsites included in the closure are: Stone Fly I and II, Sand, Bootleg, Cats Paw, Cottonwood, Trails End, Big Pine I and II and Backwater. "Our number one concern is public safety and once we know we can safely reopen these campsites we will," said Jeff Schramm, district ranger for the Flaming Gorge Ranger District. The Ashley National Forest is working with the Utah Division of Wildlife Resources to address the bear activity and ensure public safety. Iff I..,.
