Show Vernal Express Wednesday, January 10, 2007 a 9 Questions answered about Alternative Truck Route Study Frequently asked questions about Uintah Transportation Special Service District's (UTSSD) Alternate Truck Route Study are answered by the consultant, con-sultant, Kelly Harris of Korve Engineering. What is it? A study to identify the need and possible alternatives to reduce the amount of truck traffic traf-fic traveling through Vernal. Why is it needed? With the increased oil and gas exploration in Uintah County, there has been a corresponding correspond-ing increase in traffic congestion, conges-tion, road deterioration and safety concerns! The UTSSD has agreed to lead this study to bring the affected stakeholders together to better understand the impacts of this increased traffic and to identify possible solutions solu-tions such as an alternate route for trucks. An V J? by What's the study area? The study area includes U.S. Highway 40 from Dog Valley on the west side of Vernal to Ashley Creek on the east and from downtown Vernal south past Naples to approximately 7000 South. What's the time line? Consultants, hired by Uintah Transportation Special Service District in the fall of 2006, expect to have the first phase of the study complete in June 2007; a second engineering phase will occur if the phase one assessment identifies the need for an alternate route. Who is involved in this study? The UTSSD has established a Stakeholder Committee to participate par-ticipate in the study. Members of the committee include state, county and city elected officials and staff, public safety and economic eco-nomic development officials. The Committee will review the data collected, establish the need and identify potential alternatives alter-natives to address the needs. What will be studied? We are collecting traffic data along U.S. Highway 40 to better understand the impact of truck traffic in and through Vernal. Based on the need, alternate routes for trucks will be identified iden-tified for evaluation by the Stakeholder Committee and the public. How can I get involved? The public can get involved in this study in several ways: Log onto http:www.ussd.state.ut.us to submit comments; participate partici-pate in open houses this spring, or submit written comments to Chen McCurdy, UTSSD Executive Director, PO Box 144, 134 West Main, Suite 201, Vernal UT 84078. Words from the past sound familiar today 0 I 1 fa By Elizabeth Goope Express Writer Remembering the weather news of late December and early January this year, the January 12 article of 1907 reminds us that "Some things never change." January 12, 1907: Delayed Mails "Last Saturday night and Sunday a heavy fall of snow on the Book Mountains caused a blockade on the Uintah Railway at the Baxter Pass, which, in spite of the strenuous strenu-ous efforts of the Uintah Railway Company to get its trains through, lasted until Tuesday night. Vernal was without mail communication communica-tion Monday and Tuesday. Prof. jCHPaul and the students who leernal Saturday as well as Hon. John N. Davis, who left Vernal Monday morning, were delayed at Dragon until Tuesday night. This blockade is the first interference with the mail service between Vernal and the outside world that has occurred for years. The people took the matter philosophically as one of the unavoidable unavoid-able interferences to which railway traffic is subject in the winter season. The mail came in as usual, Wednesday night." The occasion of some delayed mail in Vernal on Wednesday, January 3, 2007 was not due to snow, but to the heavy mail load following a long closure, with New Year's Day and the mourning day for President Gerald Ford on Monday and Tuesday following follow-ing the weekendHopefully, we of 2007 also "took the matter philosophically." Annual Rainfall, Mr. Collier has kindly handed m the following tabulated report of the annual precipitation in this valley during the six years ending December 31st, 1906.
