Ute beadwork donated to Western Heritage Museum i 1 p i .......in , 1 i. , i r-- One of the things Grant Pickup of Neola wished to do was to donate a collection of Ute Indian beadwork to the Western Heritage Museum; however, he died before he could accomplish this quest. Grant and his wife Eugneia had obtained the beadwork by trading and purchasing it while they operated the Randlett Mercantile. They purchased pur-chased the mercantile a year . after their marriage in 1938 and operated it until 1973 Following the sale of the store, they purchased pur-chased a ranch in Neola, where they lived until 1999. They then built a home in Roosevelt. Their donation to the Western Heritage Museum in Vernal includes beaded moccasins, moc-casins, cradle board, buckskin shirt, headdress and many other items. "This is just something he wanted to do, and we are following fol-lowing through with his wishes," wish-es," said Pauline Anderson, a daughter. The Pickup collection will join with other museum collections col-lections at the museum from the Ute Culture. The item have been donatedby local residents. "This is a wonderful addition addi-tion to our collection," said Janice Bigelow. Light pink extends southwest along Highway 40, representing commercial (CP-2), the downtown area is shaded orange, representing commercial (CC-1), and various blue residential areas are scattered scat-tered throughout the region. This colorful map represents the city's current zoning designations, des-ignations, and they are always changing n'flThe Vernal " General Plan; a written guideline for how growth 'should occur in the city, was first developed in 2000. Before that, decisions regarding growth in Vernal fell under the 1982 Ashley Valley Master Plan, which replaced basic city ordinance. With the growth spurt of the 1980s, the Ashley Valley Master Plan predicted pre-dicted a population of 100,000 by the year 2000. This explains why today a brand new home may be built next to a manufacturedmobile home and vice versa. The general plan also includes a proposed land use map. Where the zoning map shows current zoning designations, designa-tions, the land use map shows where different kinds of development devel-opment can occur. For example, exam-ple, according to the general plan, a piece of land zoned as residential (R-l) is primarily used for single family homes on large lots and is "intended to provide open lots and uncrowd-ed uncrowd-ed conditions favorable to rural family life." Its designated land use, therefore, is low density. Conversely, a residential zone (R-4), which might include an apartment complex, is designated desig-nated as high density. In order to rezone a piece of land within city limits, for example R-l to R-4, the requesting request-ing individual, business, or contractor has to submit an application to the city. Requests concerning land located in Uintah County, but outside a city's limits, are directed to the county's building and zoning office. Vernal's planning and zoning committee, made up of volunteers, a building official, and three city staff members, reviews rezone applications about once a month, as well as applications for subdivisions, site plans, and conditional use permits. The committee considers consid-ers how each request follows the general plan and if it is consistent con-sistent with the area's proposed land use. Assistant City Manager Russ Pearson, who is part of the planning and zoning committee, com-mittee, said the number of applications the city receives has increased quite a bit in the last year, or two. Most of the six to 10 applications the committee com-mittee reviews each month are approved. Rezones and subdivisions must be approved by the city council1. coun-cil1. Often public hearings are held for the council to receive input from those who will be affected by a change. Sometimes protests from the community prevent requests from being approved. For example, at a city council meeting meet-ing last month, several people living in the area of 950 West and 400 South, expressed concern con-cern about a rezone from R-2 to R-3, which would allow the building of tri-plexes and four-plexes, four-plexes, changing the land use from low to medium density. After hearing dissent from residents res-idents over the safety of their children with increased traffic to the area and considering the area's proposed land use, the council unanimously opposed the rezone. Others are concerned that the value of their landhome will decrease if a zone changes land use from low to high density. den-sity. While a buyer might be less likely to purchase a home next to an apartment complex, Pearson said the value of the home is determined by appraisers apprais-ers who compare homes within the same area that are similar in structure. Manufactured homes are compared to manufactured manu-factured homes, and single homes to single homes. In the past, the city received mostly rezone applications, but with the economy boom in Vernal over the past couple of years, the city is receiving more applications for subdivisions subdivi-sions than ever before. Out-of-state contractors are looking to build in Vernal to meet housing demands because local contractors contrac-tors are already booked.
