UNDERGROUND INJECTION CONTROL PROGRAM PUBLIC NOTICE AND OPPORTUNITY TO COMMENT PROPOSED UNDERGROUND INJECTION CONTROL (UIC) PERMIT Newfield Production Company, 1401 Seventeenth Street, Suite 1000, Denver, Co. 80202. PURPOSE OF PUBLIC NOTICE The purpose of this notice is to solicit public comment on a proposal by the Region 8 Ground Water Program office of the US Environmental Protection Agency (EPA) to issue an Underground Injection Control (UIC) Permit that will authorize the underground injection of fluid via the following Class II injection well or wells: Blackjack Federal 8-5-9-17, 1757' FNL & 638' FEL, SENE S5, T9S, R17E, Duchesne County, Ut. BACKGROUND The well(s) is proposed for injection of fluids, such as water or brine produced during conventional conven-tional oil or natural gas reproduction that may be commingled with waste water form gas plants which are an integral part of production operations unless that water is classified classi-fied as a hazardous waste at the time of injection, or for the enhanced recovery of oil or natural gas. The Blackjack Federal No. 8-5-9-17 is currently cur-rently an active Green River Formation oil well. Newfield intends to convert the Blackjack Federal No. 8-5-9-17 to an enhanced recovery injection well to support sup-port existing Green River Formation enhanced oil recovery operations. The approved injection zone is the gross interval within the Green River Formation from 3686 feet to the top of the Wasatch formation at approximately approxi-mately 6075 feet, which includes the Garden Gulch, Douglas Creek and Basal Carbonate Members of Green River Formation. The injectate will be water from the Johnson Water District Reservoir with a TDS of 674 mgI. TDS of the Green River Formation has been analyzed as 13,501 mg1. No water wells are present within one-quarter (14) mile of the Blackjack Federal No. 8-5-9-17. As the EPA cannot qualitatively identify adequate ade-quate cement bond within the Confining Zone, i.e. 80 bond index cement bond, the EPA requires the permittee to either run a "centralized" Cement Bond LogGamma Ray prior to receiving authority author-ity to inject, or to conduct con-duct a Part II (External) Mechanical Integrity test within 180 days following follow-ing commencement of injection. Either option will confirm whether the injectate should remain within the authorized injection interval. The EPA has made a preliminary decision to approve this Class II enhanced recovery injection injec-tion facility, and by doing so any underground sources of drinking water (USDWs) will be protected. protect-ed. Therefore, the EPA is serving notice of an intent to issue a Class II Permit for the Blackjack Federal No. 8-5-9-17. A Draft Permit has been prepared in accordance accor-dance with provisions of the Safe Drinking Water Act (SDWA) as amended amend-ed (42 USC et seq) and other lawful standards and regulations. The EPA has made a preliminary prelimi-nary determination that all underground sources of drinking water will be protected. The Permit will be issued for the life of the well unless modified modi-fied or terminated. This Permit, once issued, will authorize the conversion of a non-injection well(s) to an injection well and operation as an injection well(s) will be governed by the requirements require-ments and conditions specified in the Permit. PUBLIC COMMENTS The requirements and conditions of the Draft Permit are tentative, and are open to comment from any interested party.
