Peterson cited the discovery of explosive devices at the Utah Veterans Hospital to underscore his commitment to the importance of Local Emergency Planning Committees to the on-going preparation prepa-ration for response to terrorist incidents. inci-dents. Peterson defined "terrorist" as anyone with an "agenda," who tries different avenues to promote personal per-sonal ideas and then takes action by breaking laws. LEPC coordinator Michelle Miller also addressed the group, asking how many had heard of the LEPC. Responding to the light show of hands, Miller said it was clear that not enough were aware of the LEPC and it's serious emergency emer-gency planning and educational role addressing homeland security. Miller invited the BLM to attend LEPC meetings increasing the ability abili-ty of the LEPC to assist the BLM. The LEPC emergency plan must include the identity and location of hazardous materials, procedures for immediate response to a chemical accident; ways to notify the public about actions they must take; names of coordinators at plants; and schedules and plans for testing the plan. In addition to its formal responsibilities, responsi-bilities, the LEPC serves as a focal point in the community for information infor-mation and discussions about hazardous haz-ardous substances, emergency planning plan-ning and health and environmental risks. LEPCs have the authority to request additional information from facilities for their own planning purposes or on behalf of others. LEPCs may want to visit facilities in the community to find out what they are doing to reduce hazards, prepare for accidents and reduce hazardous inventories and releases. The State Emergency Response Commission reviews local plans. The LEPC periodically tests the annually updated plan by conducting conduct-ing emergency drills. ' ; "! ! H Davide Paul McLean Brent E. The State Emergency Response Commission appoints the LEPCs, which must consist of representatives representa-tives of all of the following groups and organizations: elected and local officials; law enforcement; civil defense; firefighting; first aid; health; local environmental and transportation agencies; hospitals; broadcast and print media; community commu-nity groups and representatives of facilities subject to the emergency planning and community right-to-know requirements. Megan Marie Hendrickson, born Oct. 1, 1980, who is wanted on a $6,000 warrant. Davide Paul McLean, born April 22, 1962, who is wanted on a no-bail warrant. Brent E. Wilson, born March 26, 1950, who is wanted on a $5,000 warrant.
