REQUEST FOR COMMENTS LSDA-FOREST SERVICE-ASHLEY NATIONAL FOREST DUCHESNE ROOSEVELT RANGER DISTRICT , DUCHESNE COUNTY, UTAH BRUNDAGE CANYON OILGAS FIELD EXPLORATION AND DENELOPMENT The Duchesne Roosevelt Ranger District, Ashley National Forest has received twelve (12) Applications to Drill (APD's) from the Venial Field Office-Bureau Office-Bureau of Land Management (BLM) on two Oil and Gas Leases in areas known as Sowers Canyon, Wire Fence Canyon and Brundage Canyon of the South Unit of the Ashley National Forest. The leases are identified as: USA-UTU-77326 and USA-UTU-77327. The BLM issued the two federal leases to Barrett Resources Corporation, Utah District, with offices located at 30 West 425 South (330-5). Roosevelt, Utah 84066. The leases were issued to Barrett Resources Corporation upon completion com-pletion of the Environmental Impact Statement and issuance of the corresponding Record of Decision, dated August II, 1997. Barrett Resources Corporation, in turn, prepared pre-pared the twelve APD's for BLM review and approval. The twelve prospective wells are located approximately approx-imately twelve airline miles south of the community com-munity of Duchesne, Utah in Sections I. 2. 3 and 4 of Township 6 South, Range 3 West, U.S.B4M. Under mineral leasing laws, the BLM has the responsibility for Issuing leases based on compliance compli-ance with mineral leasing laws and the National Environmental Policy Act of 1969. The BLM also has the responsibility responsibili-ty to manage follow up exploration and development develop-ment work. The Forest Service, as the surface management agency, has the responsibilities as outlined in the Federal Onshore Oil & Gas Leasing Reform Act of 1987. These responsibilities responsibili-ties are to conduct an environmental analysis and decide whether or not to approve the surface use plan of the operations ( 1 3 point plan), and what condition of approval would be required to adequately ade-quately protect the surface sur-face resources. The FS must also decide whether or not to consent to the BLM approving the APD.
