Steve Wiscombe, a senior at Uintah High School, owner of WB Remanufactured Cartridges, was recognized as one of finalists. Three of the 10 received top honors hon-ors and cash awards. Bear River High School (Box Elder School District) junior Steve Wood received the first-place award of $5,000. He owns a home-based business in Brigham City called C&J Tech where he buys and resells computers and computer components and also provides diagnostic diag-nostic and training services. The second-place winner of $3,000 was Jeremy East, a Woods Cross High School (Davis School District) senior. He grows vegetables, vegeta-bles, flowers and alfalfa at his place of business called East Farms, which sells direct to customers at farmers' markets and roadside stands and to w holesale brokers. Tiesha Trunnell, ' a senior at Wasatch High School (Wasatch School District), won $2,000 as the third-place winner. She rents space at Classic Beauty Supply in Heber City where she is a certified nail technician. Vemal Express Wednesday August 18,1999 7 $100,000 Moon Lake Electric fine j disappointing' On August 12 U.S. District Court Judge in Denver handed down a ruling against Moon Lake Electric on federal wildlife violations viola-tions involving the electrocution of protected migratory birds. This case involves the unfortunate and unintentional unin-tentional electrocution of 17 hawks and eagles in the Rangely Oilfield. "Given the fact that these incidents inci-dents were unintentional. Moon Lake is disappointed that the Government chose to impose such a severe penalty ($100,000 fine)," commented Grant J. Earl, Moon Lake's General Manager, "yet it was felt that it was in the interests of the Association to move forward rather than proceed into a lengthy and costly legal battle, one which may have placed an undue burden on the membership." For years Moon Lake Electric has had an on-going program of retrofitting retro-fitting its distribution facilities by applying protective devices in an effort to discourage migratory birds from nesting on power poles. In addition, the Association has proved local scouting groups the necessary equipment and materials to erect nesting platforms near power lines in areas such as the Brown's Park National Wildlife Refuge. "These are but a few examples of our proactive pro-active efforts to protect migratory birds near overhead powerlinea, stated Earl. 1 In addition to an on-going pro gram of retrofitting power lines. Earl explained that Moon Lake if working with a consultant of the U.S Fish and Wildlife Agency ii identifying those power lines which are more prone to migratory bird activity. "As these particular lines have been identified as being dan gerous and in an area populated with migratory birds. Moon Lak has taken immediate action to retrofit retro-fit poles and lines so as to avoid any loss of wildlife," stated Earl. Moon Lake maintains large rural distribution system, much of which is located in rather difficult terrain, with over 50,000 energized poles, meeting the retrofitting requirements require-ments that have been agreed upoa between U.S Fish and Wildlife and the Association equates to a considerable consid-erable expense. "It is our intent to move in a responsible manner in retrofitting structures, yet we need to be sensi rive to the budget constraints that we have as an organization. We are, however, confident that we cad meet our responsibility in a timely manner as we address the safety needs of migratory birds,? explained Earl.
