NOTICE OF PUBLIC HEARING LANDFILL PLAN The Air Quality Board has proposed for public comment new rules R307-20 R307-20 and 21. R307-20 incorporates incor-porates by reference the State Plans for Existing Designated Facilities, Section I, Municipal Solid Waste Landfills. R307-21 regulates emissions from existing municipal solid waste landfills to meet requirements re-quirements of 42 U.S.C. 7411(d) and the Plan for landfills. R307-21 incorporated incor-porated by reference relevant rele-vant portions of 40 CFR Part 60, and adds definitions defini-tions ' and requirements which give flexibility to Utah landfills. Division of Air Quality staff have met twice with landfill owners and operators, opera-tors, and have worked with the Division of Solid and Hazardous Waste to ensure that reports and compliance activities mesh with the schedules landfills are already required re-quired to follow under R315. The rule applies to landfills constructed or modified before May 20, 1991, and not closed prior to November 8, 1987. Smaller landfills are required re-quired to submit reports; about 6-8 landfills will be required to determine whether to install emission emis-sion controls. These include in-clude Bountiful City, Davis County, Logan CityCache County, Salt Lake Valley, Trans Jordan, Jor-dan, Washington County and Weber County. Testing Test-ing will determine the need for controls. Consolidating reports will minimize costs for landfill operators. Costs to install and maintain emission controls by those 6-8 landfills which must test to determine whether controls are needed will vary widely due to the different circumstances cir-cumstances of each, and are not known at this time. National estimates are that about 10 of the landfills nationwide will have total net present value val-ue capital and operating costs of $1 million or less, and about 60 of landfills land-fills nationally will have total net present value capital and operating costs of $1 million to $3 million.
