NOTICE OF PUBLIC HEARING Dispersion Modeling The Air Quality Board proposes to amend R307-1-3.7, Air Quality Modeling. Model-ing. Previous dispersion modeling has shown that smaller sources of air pollution pol-lution emissions have the potential to exceed the National Ambient Air Quality Standards and the Prevention of Significant Deterioration increment ceiling levels. However, the present modeling requirement re-quirement does not include in-clude smaller sources, this proposal establishes minimum mini-mum tonnage limits and conditions for which a new or modifying source of air pollutants would be required to perform dispersion dis-persion modeling to demonstrate compliance with all applicable standards stan-dards and limits. In areas which attain the health-based standards, new sources or sources proposing modifications in their air pollution emissions emis-sions equal to or greater than the following amounts shall conduct air quality modeling as specified speci-fied in R307-1-3.7.1 to estimate the effect of their increased emissions on air quality: For sulfur dioxide or nitrogen oxide emissions, emis-sions, 40 tonsyear; for fugitive emissions of PM10, 5 tonsyear; for nonfugitive emissions of PM10, 15 tonsyear; for lead, 0.6 tonsyear. For carbon monoxide, modeling model-ing is required as specified speci-fied in R307-1-3.6.5.B.
