UTAH USDA FOREST SERVICE-ASHLEY AND WASATCH-CACHE WASATCH-CACHE NATIONAL FORESTS The Ashley and Wasatch-Cache National Forests will prepare an environmental assessment on a proposal to salvage dead and mistletoe infected infect-ed timber from approximately approxi-mately 6,600 acres in 20 areas. Different treatments are proposed within the 20 areas ar-eas depending upon present pre-sent stand conditions. This proposal will salvage approximately 20 MMBF of merchantable dead and diseased timber. This proposal includes construction of approximately approxi-mately 23 miles road. Nineteen miles would be in areas inventoried as roadless in 1983. No proposal pro-posal has been made on the type or management of the proposed roads. These roads could be gated, gat-ed, closed, obliterated andor rcvegetated after timber salvage to prevent erosion and manage access. ac-cess. The proposed action does not fall within the High Uintas Wilderness, the "Blue Line" (Ashley Forest Plan-area remaining remain-ing unroaded and with no commercial timber harvesting har-vesting at the end of first planning period), or areas above 10,000 feet (Wasatch-Cache Forest Plan-area not harvested within next 4 to 5 decades). The proposed action includes in-cludes retaining the Burnt Fork drainage as a wildlife corridor. The purpose of and need for this proposal is to salvage merchantable dead and diseased trees while enhancing vegetative vegeta-tive diversity, and reducing reduc-ing fire hazard. This proposal pro-posal is consistent with the desired condition described de-scribed in the Ashley and Wasatch-Cache Forest Plans and the Round ; ParkLost ' Creek ' Area Analysis (dated October 4,1994). - Preliminary issues include: in-clude: How will this proposal affect the roadless character charac-ter of the Round ParkLost Creek area; Will the proposal jeopardize jeop-ardize future Wilderness designations; What are the effects on known northern goshawks sites within or near the proposed area; What are the effects on the lodgepole pine ecosystem; What are the socialeconomical effects of producing timber as a commodity; What impact will mistletoe have if no treatment treat-ment is implemented; What are the cumulative cumula-tive effects of this proposal propos-al and the future North Slope Oil and Gas EIS decision; de-cision; Will the proposal change the access to the High Uintas Wilderness; Will the proposal change visual quality; What are the effect on cultural resources; What are the effects on big game habitat; How will the proposal affect cattle grazing on the allotments within the areas proposed for management; man-agement; What are the effects of this proposal on possible Colorado River cutthroat trout streams; How will this proposal affect three-toed woodpecker wood-pecker and flammulated owl habitat; How will this proposal lessen chances of a severe detrimental wildfire; and How will this proposal affect soilwater quality? Under Un-der this alternative no new activities would be undertaken. An alternative may be developed to salvage timber tim-ber only in areas with existing ex-isting road access. I REQUEST FOR COMMENTS Marsh Bench Timber Salvage Project Ashley National Forest Uintah County, Utah Public comments are being solicited on a proposal pro-posal to salvage dead and dying timber in the Marsh Bench area south of Marsh Peak, Vernal Ranger District, Uintah County (T. 1 S, R. 19 E. section 35; T. 2 S, R. 19 E, sections 2-9; and T. 2 S, R. 18 E, sections 1, 2, and 12). The idea is to remove dead and dying trees within 100 to 300 feet of main roads and along edges of previously harvested har-vested areas. Trees would be removed only where young, green trees are prolific. It is estimated that about 600 acres of salvage activity would occur oc-cur along 10 12 miles of road and edges of about 50 old harvest units. Meadows, riparian areas, the Split Creek watershed north of Marsh Bench Road, and areas too steep or too rocky for conventional conven-tional logging equipment would be avoided where possible. No new roads would be constructed. Logging slash would be lopped and scattered. This proposal is part of the Ashley National Forest's For-est's effort to respond to Public Law 104-19 signed by President Clinton in July, 1995, which mandates man-dates accelerated salvage of dead and dying timber on public lands. Dec 5, 1895 P. H. Lannan of the Salt Lake Tribune passed through Washington last night, spending several hours in the city on his way to visit his aged mother in Lynn, Mass. To a reporter of the Post, Mr. Lannan said: "We are going to have a delegation of our best citizens here next week to urge the claims of Salt Lake for the Republican National convention, and they can make a mighty good showing, too. In the first place we have not only the best convention hall in the world, but a pair of them. The Express printed $9,000 this week for the use of the Uintah Stake Business College. We are in it for job work. If you don't believe it, come and see for yourself. The coal mines still continue to be unable to supply the demand for coal. It seems strange with the vast amount of coal to be had for the digging that the demand should be larger than the supply, but such is the case, as teams are returning empty every day from the mine. Owing to the express matter not coming in on time the Express is a day late. Next year is Leap Year and it will be eight years before another. If the young ladies wish it, the Express will publish a list of bachelors who are on the marriage market, but who are too shy to choose a partner for themselves.
