ASHLEY NATIONAL FOREST BRUSH CREEK GRAZING ALLOTMENT ANALYZED The Vernal Ranger District Dis-trict of the Ashley National Na-tional Forest is currently analyzing the management manage-ment of the Brush Creek grazing allotment The Brush Creek Allotment has historically been managed for cattle grazing graz-ing under a rest rotation grazing system. The Vernal Ranger District Dis-trict proposes to continue authorizing cattle grazing on the allotment and to develop a new Allotment Management Plan (AMP) that meets direction contained con-tained in the Asliley National Na-tional Forest Land and Resource Management Plan (Forest Plan). The District also proposes to protect vegetation and improve wildlife and livestock distribution by limiting access to existing water sources andor developing de-veloping new watering sources. In addition, the District would like to perform per-form controlled burning activities that might increase in-crease forage and create a variety of sagebrush densities den-sities and age classes. ( w mm ) To Your Tobacco access by Gloria Johnson Uintah Basin Public Health Department As we're getting used to a less smokey society, proposed legislation legisla-tion seeks to remove tobacco products prod-ucts from easy access by minors. This new legislation would require tobacco companies to provide appropriate ap-propriate display cases from tobacco tobac-co products that are accessible to clerks only. This legislation is based on the fact that 90 percent of smokers start by the age of 18, with 60 percent starting by the time they arc 14. Studies indicate that 60 percent of underage tobacco users receive their tobacco products through retail channels. Attempts to address this access issue have occurred through undercover operations, and retailer and student education. The impact is small. Clerks still sell cigarettes to minors and minors still smoke. Though not all underage smokers get their tobacco through clerks. Theft plays a big part in access to tobacco products. Businesses sign contracts with tobacco companies to display their tobacco products and other tobacco-related items in a prominent area in the store. It all leads back to money. Businesses are in business to make money. The tobacco to-bacco companies offer additional dollars for placing tobacco products in high theft areas, and then compensate com-pensate for the theft of that product. If the tobacco companies just get the kids hooked, and it only takes about six to seven cigarettes, then they may have a customer until death do they part. This is from a high of over 45 percent per-cent in the 50s and 60s. Tobacco products are made to fit quite nicely in pockets. Having to-bacco to-bacco products at eye and pocket level encourages children to steal the product and give it a try. Tobacco is documented to be the gateway drug of choice, along with alcohol. Students getting into this lifestyle early are at greater risk for less success as they continue throughout school and into adulthood. adult-hood. We as parents, as school, as a community, should have a vested interest in keeping tobacco products out of the hands and bodies of our children. This legislation may help stem the impact the tobacco industry indus-try has on our youth. The KIDS (Kids Inhaling Dangerous Smoke) coalitions in Vernal and Roosevelt have worked tirelessly to inform our local government gov-ernment bodies of the importance of this legislation. In addition, they will be traveling to the Utah Slate Capital on Jan. 30 for a student rally in support of this legislation. Won't you support our youth?
