Show Green River below Flaming Gorge Dam needs priority study ByHarttWixom, Vernal Express outdoors writer Now that some of the warm weather "people pressure" is off the Green River, it's time for a critique. There are shorter lines casting for trout in Idaho's Henrys Fork. There are smaller crowds in Yellowstone. Even in the Grand Canyon, Rafts don't jostle you as they do between Flaming . Gorge Dam and Little Hole. In August I was able to avoid some feeling of claustrophobia by driving down to Browns Park and fishing up toward Red Creek. I also managed to hook a few good browns and cutthroats which weren't hiding from river, traffic. But campgrounds like Dripping Springs above Little Hole were filled to capacity and so were most pulloffs even in Browns Park. It is obvious why the stream is so popular. A mile below the dam I looked at a dozen respectable fish feeding in one shallow riffle. I hadn't seen so many trout stacked up even in two trips to Alaska. And while searching for the right fly pattern, pat-tern, I had to stand firm ground to prevent marauding anglers from el- Dowing me away. What to do? The first temptation is to blast away at the U.S. Forest Service who administers this scenic hunk of real estate. Others have done this. But I'd just like to ask some questions. Should . there be a regulation which only allows the first 100 fishermen fish-ermen of the day access to the road below the dam? Should there be a rule that only angling license numbers num-bers ending in an odd number can fish on Tuesdays, Thursdays and Saturdays? I hate to see it come to that, as did USFS regulations on Strawberry last year. They seemed unduly restrictive. (And I'm one who applauds clearing away the water wa-ter users' "urban sprawl" cabins Hatzidakis named PAL Director Chief Robert Downard announced this week that Officer Steve Hatzidakis has been named as the executive director of the Vcmal Police Athletic League to replace former director Lynn Hooper who has filled the position since the inception of PAL some six years ago. In naming Hatzidakis to the post, Chief Downard said, "Steve has the necessary qualities to perform in this roll and fill the shoes of Lynn Hooper, which will be a hard task. He has shown an interest in youth and in particular youth sports in his roll with the Youth Football League." Something must be done to keep Homo sapiens from destroying the pie cooling on the window sill. The pie is beginning to look like a bowl of mush. What can be done about the crowd grabbing for pieces? Should fish limits allow only one trput over 20 inches and non under 13 as the law now reads? Should the number of recreational floaters be restricted? Should the USFS, which does an excellent job of preventing floaters from congesting (limited) parking space at the below-darn launching area at least restrict floating to certain cer-tain hours? Recently, I saw a group ' of people pushing off in the very tate atternoon. I explained it was seven miles to takeout at Little Hole. They didn't know that. There was just no way they could make it by dusk. That is dangerous. How about a well-publicized "no launch" edict after a certain time of day? Evening fly fishermen could also have at it without confusion. Not to unduly favor them, but they do seem to constitute a majority of users. And the stream's unique value val-ue is in the clear water quality of fishing. And can't we pave the road from Dripping Springs to Little? This road slows traffic (Slogs it to a halt in heavy rain) and unnecessarily crowds fishermen. After all, a much less-used road to the boat ramp on the north side of Flaming Gorge (Mustang Ridge) is paved. Sure, paving a road may invite more traffic, traf-fic, but folks, the traffic is already there and it needs to be faced realistically. Another thing which needs courageous coura-geous attention: the heavy fluctuations fluctua-tions of mid-day water. The situation situa-tion is dangerous (as it is farther downstream in the Grand Canyon of Arizona). Wading anglers and swimmers are getting caught in a sudden release of water. Sure, the air conditioning and electric appliance appli-ance users have it in their contract 1 to have power delivered from Flaming Gorge Dam. But when the dam was built 26 years ago, no one could have foreseen fore-seen the tremendous, unique use this resource would receive from outdoor recreationists. It's something some-thing like Bear Lake on the Utah-Idaho Utah-Idaho border. Last summer water was drawn down so far that thousands thou-sands of vacationers could scarcely find the shore. I'm not saying recreationists recre-ationists should have precedent over downstream users, but someone (a tourist council perhaps?) should take a survey to determine the best way to serve the most people equi tably.. In the case of the Green River, I have to think the U.S. Bureau of Reclamation and U.S. Forest Service should re-thing their priorities. priori-ties. Are we in the 1990s here?
