The camrj is at Whiterocks Campground this year and the second sec-ond week will continue until Saturday. Oswald said the site was chosen because be-cause the area needed some renovation, renova-tion, and he offered the Scouts to help. Last year, Scout Leader Boyd Walk said the camp at Oaks Park looked like a MASH unit and next year the camp should have an acronym. The camp acronym is MESCA: Mobile Environmentally Sound Conservation Adventure. This year Scouters have come to the camp from Salt Lake City, Bountiful, Price, Farren, Pleasant Grove, Provo and Vernal. A highlight of this year's camp is a half day hike up to the mountain for a tour of Whiterocks Cave. Although all Scout leaders at the camp should be commended, Oswald said there is one that should receive some recognition. For the past, five years, Eugene Leigh has offered help toward the High Uinta Camp without any monetary mon-etary pay. "Every year he comes to me and asks 'How can you use me?"' Oswald said. This year he did the same, but after af-ter the removal of an eye, inner ear and cheek due to cancer, it was not expected. Still he offered to come and has worked the entire camp without complaint, Oswald said. Leigh gave a prized neckerchief slide to Scout Brian Stagg to honor him for his honesty. Stagg turned in $10 he found along the trail. "He (Leigh) is a Scout extraordinary," extraordi-nary," Oswald said. At first glance it appeared the total bill had gone down, even if proposed pro-posed budgets of some entities went up, while the market value stayed the same. Of the seven taxing entities listed, one stayed the same, four dropped slightly and two rose slightly. The biggest rise was by the Uintah Water Conservancy District The Districts total budget for 1988 is $565,600 which is an increase of $36,509 above the 1987 budget of $519,091. This makes a 6.9 percent budget increase. The other figure, the property prop-erty tax revenue increase of 51.6 percent is better put in perspective by explaining that on a home with a market value of $50,000 the increase in-crease would mean an additional $2.31 for 1988 over 1987. The additional $36,509 increase in the 1988 Uintah Water Conservancy District budget includes $20,000 for Ashley Creek Development Fund which is for the engineering costs to build another mountain reservoir, Blanchctt Park Reservoir, for flood control and storage during dry years. Estimated engineering fees of $25,000 to help Ouray Park Irrigation Company is also part of the total budget. Extra cost regarding the Jensen Unit Repayment Contract, which has already been reduced by amending the original contract from $1 million to $150,000 in annual payments arc expected. Other budget items were pared to a minimum in order to include all of the proposed projects and keep the total budget increase to $36,509. The sixth annual KVELKUIN triathalon will be held on Saturday, August 13. This competition will begin at 7:30 a.m. The triathalon consists of a one kilometer swim at Steinaker, a 16 mile bike ride and a 10 kilometer run. There will be a meeting held Friday, August 12 at 6:30 at the Vernal Athletic Club for all those athletes participating in the triathalon on Saturday. The awards ceremony will be held right after the triathalon ends (approximately 10:30 a.m.). Registration forms can be picked up at KVELKUIN Studios, Basin Sports, First Security Bank, Vcmal Athletic Club, IGA, and City Parks and Recreation.
