Lex Luthor (Gene Hackman) constructs a superhuman "Nuclear Man," to "keep the threat of nuclear war alive." Soop and N-Man must do battle pmidst sloppy writing and production values all the way around, and a well- rneaning idea is undermined, becom ing an insult to adults and incom prehensible to children.
