Dave Jacobsen The first paragraph of the speed regulations for the State of Utah states: "No person shall drive a vehicle vehi-cle at a speed greater than is reasonable and prudent under the conditions and having regard to the actual and potential hazards then existing." ex-isting." How does this apply to motorists driving in rural farm areas or anywhere else? Rural locations have highways which pass through open range or border farms and fields where livestock and wildlife wander. Within these areas motorists must expect the unexpected. For example: A vehicle is traveling travel-ing on a winding mountainous road way with curves that are not illuminated il-luminated by a vehicles headlights The posted speed is 40 MPH. Wildlife and livestock are abundant in this area. A black angus cow weighing 800 pounds standing in the roadway is blocked from the driver's view on the blind curve. The driver is traveling within the posted speed of 40 MPH. The pavement is black and wet. Chances are there is going to be a collision or drastic evasive action taken by the driver to avoid a collision. colli-sion. Many accidents occur as drivers take evasive action when not heeding the "Basic Speed Law" which demands reduction in speed for potential hazards. Let's examine the elements: rural or forested areas; open range; farms and fields; a winding roadway with blind curves; nighttime and wet black bituminous road surface; a black angus cow or deer, elk or horse in the roadway. William James Vernal City SECRET WITNESS Program 789-8888 Stormy weather cause losses in Utah crops According to the Utah Agricultural Statistics Service, heavy rains early last week stopped grain and hay harvests but Utah farmers still averaged 5.5 days suitable for field work. Soil moisture improved, with 41 percent of the respondents reporting short and 59 percent adequate. Severe winds and hail damage in Utah County resulted in losses to tart cherries, apples, peaches, unharvested grain and corn. Scattered damage was also reported in Sanpete, Sevier, Salt Lake and Box Elder counties. Fifty-eight percent of the winter wheat, 29 percent of the barley and 10 percent of the spring wheat had been harvested by the end of last week. Harvest of field crops is running 10 to 14 days ahead of normal. Fifteen percent per-cent of oats for grain and 52 percent of oats for hay or silage has been harvested. Corn averaged 64 inches high with 46 percent tasseling. Approximately Approx-imately 70 percent of the tart cherries and apricots has been harvested. Hail losses in Utah County reportedly reported-ly has completed the tart cherry harvest there. Early assessment indicates in-dicates 33 percent of the tart cherries, 33 percent of the apples, and 15 percent of the peaches in Utah County were lost or damaged due to hail. Other counties reported light to moderate losses of fruit. Condition of ranges was reported at 67 percent fair and 33 percent good. Livestock remain in generally good condition.
