Can a person love another and, at the same time, be inattentive or inconsiderate? No one is perfect, even those who profess to love another. Imperfect people peo-ple love in imperfect ways. Yes, people peo-ple who love can be, on occasion, very inconsiderate. Often we recognize our errors in relating to our mates and try to make amends. Under such conditions, condi-tions, wives seldom doubt that they are loved; they accept the momentary lapses and forgive and try to forget. But, all too many husbands are inconsiderate in-considerate and don't seem to be even aware of the fact. In such men, incon-sideration incon-sideration could almost be termed a habit. Their mates have become part of the woodwork. Such husbands often seem surprised when they come home to a wife who is depressed, unsmiling and unresponsive. They assume no responsibility; they may not even make an effort at compassion. He made the honor roll in academics and was voted boys' league president. He will also be attending boys' state in June. Mr. and Mrs; Bruce Horrocks are the parents of a baby boy born April 6 at the Ashley Valley Medical Center. The grandparents are Mr. and Mrs. Ronald Horrocks, Mr. and Mrs. Weston Serrano. V NOTICE OF INTENTION TO CREATE I INTAH COUNTY PARKS AND RECREATION DISTRICT IN UINTAH COUNTY, STATE OF UTAH. PUBLIC NOTICE IS HEREBY GIVEN TO ALL INTERESTED PERSON'S that the County Coun-ty Commission of the County of Uintah, in the State of Utah, by Resolution Resolu-tion duly passed and adopted the 22nd day of April, 1986, declared that the public health, convenience conve-nience and necessity require re-quire the creation of a parks and recreation district, and thereby defined the boundaries thereof and the purposes for which such district is proposed to be created which Resolution is now on file at the office of the County Clerk of the County of Uintah, Utah, and is available for public inspection. Said Resolution states in part: Section 1. That the public health, safety, convenience and necessity necessi-ty require the creation of a special improvement district within the County Coun-ty of Uintah, State of Utah, having and embracing em-bracing all of the area of Uintah County. The boundaries of said district shall be the same as the boundaries of Uintah Uin-tah County. Section 2. The purpose for the creation of said district is to furnish, provide, pro-vide, establish, maintain and operate recreation and recreation activities and functions within the district which shall include, in-clude, but shall not be limited to, fair grounds, golf courses, swimming pool, parks, winter recreation facilities, rodeo arenas fair grounds and buildings, livestock exhibit areas, race facilities and athletic centers. Section 3. The name of the proposed District shall be: UINTAH COUNTY PARKS AND RECREATION RECREA-TION DISTRICT. Section 4. Said proposed propos-ed district is to be formed form-ed and organized under the authority of Title 11, Chapter 23, Utah code Annotated (1953) as amended, which provides pro-vides for the organiza-t organiza-t ion of such districts and for the continuance thereof. Section 5. It is further provided that should there occur a vacancy on the Administrative Control Con-trol Board, the municipality where the vacancy occurs or the County Commission as the case may be, shall have the authority to appoint ap-point a member to fill the unexpired term caused by the vacancy. The Board of Commissioners of Uintah County shall select from their number, as above stated, members of the Administrative Ad-ministrative Control Board. The terms of such Commissioners appointed ap-pointed to the Administrative Ad-ministrative Control Board shall as nearly as possible be four (4) years but it is further provided that no commissioner member shall continue as commissioner member of the Administrative Ad-ministrative Control Board unless he is an acting ac-ting bona fide member of the Uintah County Commission. Section 7. It is proposed propos-ed that the district will seek grants-in-aid and low interest loans to fund the construction and establishment of the facilities above described describ-ed and for the purpose of adequately serving the inhabitants of the district, and cooperating with present municipalities in their recreations programs; all in accordance with the provisions of statute. Section 8. It is proposed propos-ed that said Improvement Improve-ment District shall be vested with all of the rights, privileges, and prerogatives of any special improvement district organized under the provisions of chapter 11, title 23 Utah Code Annotated An-notated (1953) as amended amend-ed and shall be subject to all the limitations, obligations and restrictions restric-tions set forth in the above mentioned statute now provided for or any that may hereinafter be prescribed by law. Section 9. It is further provided, as set forth in statute, that within the limitations set forth, taxes may be imposed on all taxable property within the district for the purposes of the district. Likewise, the Administrative Ad-ministrative Control Board may by resolution or ordinance establish fees for the service, use or operation of the facilities of the district. It is further provided, however, that no tax may be levied or imposed impos-ed except upon compliance com-pliance with the provision provi-sion of statute (Si 1 23 21 I'CA) which provides inter in-ter aha that prior lo the levy of any tax the same hall be first authorized and approved by i majority ma-jority vote of all qualified eleetors voting in an election elec-tion for that purpose.
