The security system is a Centracon System II and is designed by Motorola. The Motorola Company is not a newcommer to the electronics business and also supplies a number of law enforcement agencies with radio and two-way equipment. The Centron system is being installed in-stalled locally by Systems Communications Com-munications and will cost an estimated $225,000. The new system will provide jail personnel with a highly sophisticated method of monitoring activities in the jail. Jail controllers will be able to monitor activities within the jail through a system of audio and visual equipment. A total of 27 cameras and about 50 microphones are located throughout the jail including the cell blocks. However, cameras and microphones have not been installed in the individual cells. A board mapping out the locations of cameras and microphones in the jail is located on the control system. The board is equipped with a lighting system indicating the exact location of these installations. A green light will flash on the board highly sophisticated security Jail. If an officer has a problem while in the jail, a light will flash and controllers will be able to locate the officer with visual or audio equipment to determine deter-mine the nature of the problem. To afford controllers immediate assistance from- law enforcement agencies in the event of a problem, controllers will have a direct link to the central dispatch. In addition to the audio equipment there will be four screens located to the left of the controller which will monitor all visual activity in and around the jail including the entrance en-trance and prisoner exercise area. Controllers may use the screens to extensively monitor a particular area of the jail or set the screens to periodically monitor the entire jail. All entrances and exits from the jail are electronically controlled and no one can enter or exit the building without .clearance from the controller. con-troller. The new system will cut down the traffic by the walk in public and will help jailers provide a more secure jail. In the event of an electrical failure two back up systems have been installed in-stalled so power to the jail will not be lost for more than a few seconds. The two systems, include a battery backup and a generator. Another security measure in the jail is the guard tour (man down) system. Under the system officers will be required to carry a walkie talkie equipped with an additional monitor. Officers will be check in with the monitor while making rounds in the jail. Hardware for the monitors will be installed in several areas in jail. The city is facing a hefty 50 percent increase in operating costs and capital improvements of the city water system for the next year. Two weeks ago the city council favored a water rate of $6.50 per month with no minimum usage and 80 cents per 1,000 gallons used. This option would increase residential user fees by 55 percent. per-cent. However large users of water would reap a decrease in water fees under the same option. The option does not cover the $992,000 in needed revenue. The council was given a dent from participation during the following quarter. The student also must not receive more than one "unsatisfactory" grade In citienship during the prior quarter. However, even the modified version of the rate increase does not generate enough revenue. Wednesdays council reviewed other options such as increasing the base to $13.50 or escalating the usage by the amount of water used. None of the suggestions were supported by the council. The issue was tabled to be discussed during a work session. Bassett said the increases will take effect as soon as the council can make up its mind. tictpatits to the assistant principal, The assistant principal, after checking the prior quarter s grades and citizenship marks, will issue a list of ineligible students.
