Total 40 acres. The above described land will be offered for sale on April 27, 1984, by sealed bids. All bids must be received by 12:00, April 27, 1984, at the Vernal Ver-nal District Office, 170 South 500 East, Vernal, Utah 84078. Bids will be opened and a high bidder declared at 1300 hours, April 27, 1984. The land is being offered of-fered for sale in order to facilitate land-use planning plann-ing in the area, enhance land-use compatibility with adjoining private lands, and to streamline administrative procedures. pro-cedures. The land has potential for livestock grazing and limited wildlife use. The sale is consistent with the Bureau's planning for the land involved with notification to the Uintah County Commission, the Utah State Planning Office, Of-fice, and the Utah Division Divi-sion of Wildlife Resources. The terms and conditions condi-tions applicable to the sale are: 1. The BLM may ac-, ac-, cept or reject any and all offers, or withdraw any loans or interest in land from sale if, in the opinion opi-nion of the authorized officer, of-ficer, consummation of the sale would not be fully ful-ly consistent with the Federal Land Policy and Mangement Act or other applicable laws. 2. The sale will involve the surface estate only. The subsurface estate will be reserved to the United States. 3. The sale of this land will be subject to all existing ex-isting rights. 4. No preference right will be given to the adjoining ad-joining private land owner. No bids will be accepted for less than the appraised price and bids must include all land in the parcel. Federal law requires that bidders be U.S. citizens or, in the case of a corporation, be subject to the laws of the Stateof Utah. Proof of citizenship may be required. 5. The United States will reserve the right of ingress and egress for mineral development. 6. Upon disqualification disqualifica-tion of the apparent high bidder, the next high bid will be honored. 7. A right-of-way is reserved for ditches and canals constructed by the authority of the Act of 'August 30, 1890 ( 26 Stat. 391; 43 U.S.C. 945). 8. The successful bidder bid-der agrees that he takes the real estate subject to the existing grazing use of the K-Ranch. The rights of the K-Ranch to graze domestic livestock on the real estate according accor-ding to the conditions and terms of the existing authorization shall cease on February 28, 1989. The successful bidder is entitled en-titled to receive annual grazing fees from the K-Ranch K-Ranch in an amount not to exceed that which would be authorized under the Federal grazing graz-ing fee published annually annual-ly in the Federal Register. The highest bid will establish the sale price. Each bid must be accompanied accom-panied by a deposit of one-fifth of the full bid price. The remainder of the full bid price shall be paid within 30 days of the sale. Failure to pay the full price within 30 days shall disqualify the apparent ap-parent high bidder and the deposit shall be forfeited and disposed of as other receipts of sale. All bids will be either returned, accepted, or rejected within 30 days of the sale date. Feeder Heifers; Medium and Large Utah agriculture February prices Changes in average prices received by Utah farmers and ranchers for livestock and animal products were mixed during February, according to the Utah Crop and Livestock Reporting Repor-ting Service. Average prices received for cows and beef cattle were up, while calf, steer and heifer prices were off slightly. Sheep prices averaged higher, lambs declined, and wool remained unchanged. Milk declined slightly. For crops, average alfalfa hay prices dropped, drop-ped, other hay increased $2.00 per ton, and barley also increased slightly. Livestock and Prices: Cows, at $38.00 per hundredweight (cwt.), averaged 9 percent over last month and beef cattle, at $52.00 per cwt. increased in-creased 7 percent. Calves, steers and heifers delined slightly, at $58.30 per cwt. and $58.00 per cwt., respectively. Average sheep prices during February increased 10 percent over January to $16.00 per cwt. Lambs decreased 3 percent to $53.00 per cwt. At $13.30 per cwt., the all milk average price was off less than 1 percent when compared with a month earlier. Crops: Average barley prices during dur-ing February, at $2.95 per bushel, continued con-tinued to rise slightly as they have for the past several months. At $79.00 per ton, alfalfa hay fell 2 percent, while other hay rose $2.00 per ton from last month at $68.00 per ton. 'Save Vision March "I Care About Eye Care" is the theme for the 1984 observance of Save Your Vision Week, the Auxiliary to the Utah Optometric Association has announced. The event, slated for March 4-10, is proclaimed annually by the President of the United States, followed by a similar proclamation by Governor Matheson, to remind citizens of Utah of the role good vision plays in their lives and of the importance of preserving preser-ving their vision with proper preventive preven-tive health care.
