Cities Ci-ties then establish their own building build-ing fees based on the need to cover inspection and other costs related to building. Davis County mayors also discussed dis-cussed future distribution of Community Com-munity Development Block Grants CDBC) which will give a little more ''flexibility" to the way the block grants are approved. It was agreed that all cities have serious financial problems and yet some communities receive more ; money, or funds more often, than, do other cities with similar needs. But who should determine the distribution of grants? Should an ad-hoc committee be organized to study the problems and determine which communities get the availa- -ble money? Mayors agreed that the de- termination should remain with the mayors and county - commission (COG) because they are the only ones who are familiar enough with ' the problems. But perhaps f the guidelines should be changed or the policies more flexible. Mayors were asked to study the problems and return next month ' with recommendations. By GARY R.
