Show No Censorship Please A bright glimmer of hope flickered Tuesday when Student Affairs Committee Com-mittee came to an interm agreement on a new policy for distribution of literature. lit-erature. The new policy, if adopted formally form-ally next week and ratified by Dean's Council, would provide for distribution boxes to be placed around the campus similar to the Chronicle boxes. For a group to take advantage of the policy they would have to release the material with the Executive Secretary Sec-retary of Student Affairs, Pat Wilson, who also serves as the Co-ordinator of Student Activities. This clearance is not really new. All posters have to be approved for Published dally during fall, winter and sprint Quarters except during test week by the Associated Students of the University of Utah. The clearence is mainly to check if the material is in good taste and that the group posting has their name on the posters. The new policy should not develop into censorship. The concern will be and should be that the material is properly marked and that the goup is responsible for the material circulated. circula-ted. The present court position on the distribution of material in effect across the nation is that prior censorship is a violation of the freedom of the press. If slander or libel have been committed then the party damaged has legal recourse re-course through the judicial system. In a wide number of cases the Supreme Su-preme Court of the United States has held that prior censorship, including license, permits and the trumped up charges of littering are violations of one of America's guaranteed freedoms. Certainly the new University policy' should not be aimed at censorship. We are assured that it will not be. The concern of the Student Affairs Committee Com-mittee is that responsibility for the material ma-terial being clearly defined in the literature. lit-erature. We can only applaud the new policy pol-icy of distribution and recommend its adoption by Student Affairs next week. |
