It is hereby adjudged, ad-judged, determined and established estab-lished that each parcel of land assessed will be especially benefited ben-efited by the improvements constructed and installed adjacent ad-jacent to each such parcel to $3.40 per front foot. The abutters abut-ters estimated cost per front foot does not include the cost of private driveways, the cost of which will vary according to the width and amount of parking area to be covered. The estimated cost of the average av-erage private driveway is $75.00. The cost for driveways will be assessed against the properties benefited in addition to the assessment for sidewalk and curb and gutter and appurtenances appur-tenances thereto. LEVY OF SPECIAL TAXES. TAX-ES. To defray the abutters' portion of the cost and expense of such improvements, special taxes shall be levied upon the lots and parcels of land to be affected or benefited by such improvements, the same to be assessed accordiing to the front footage upon and against all lots and parcels of land affected affec-ted or benefited by the improvements im-provements and abutting on the sides to be improved of the streets above described, for the distances and between the points indicated, and running back from the street line the entire depth of each such lot and parcel of land or 165 feet, whichever distance is the lesser, les-ser, with credit for corner lot exemptions or partial exemptions exemp-tions as provided by state statute and city ordinances. The Springville City Treasurer is hereby authorized and directed to assess and collect col-lect said tax in accordance with the provisions of law and ordinance. SECTION 4. The said special spec-ial tax shall be due and payable pay-able in (10) equal annual installments, in-stallments, as provided by law and ordinance, with interest on the whole amount of said tax unpaid at the rate of five percent (5) per annum from the effective date of this ordinance, or-dinance, payable at the time each such installment is due; provided, however, that one or more of such installments or the whole tax may be paid without interest within fifteen (15) days after this ordinance becomes effective, and thereafter thereaf-ter one or more of said installments, install-ments, in the order in which they are payable, or the whole tax unpaid may be paid at anj time by paying the amount cost and expense of such improvements im-provements shall be paid in 10 equal annual installments with interest at the rate of 6 per annum on the unpaid balance; or the whole amount of the tax may be paid without interest within 15 days after notification by the City Treasurer Treas-urer of the amount due. PROTESTS AND OBJECTIONS. OBJEC-TIONS. All protests and objections ob-jections to such improvements or to the carrying out of such intension must be in writing, signed by the legal owners of the property to be affected or benefited, describing such property prop-erty together with the number of front feet, and must be filed with the City Recorder at the Springville Civic Center, 50 South Main Street, Springville, Utah, on or before September 23, 1966, at 5:00 o'clock p.m. The City Council will meet on September 26, 1966, at 7:30 o'clock p.m. in the council chambers at the Springville Civic Center, 50 South Main Street, Springville, Utah, to consider the proposed levy and hear and consider such protests pro-tests and objections to such improvements as shall have side between Center Street and 200 South Street. 400 SOUTH STREET south side from the extended east line of 100 West Street to the City Cemetery Street. 400 SOUTH STREET north side between 100 East and 400 East Streets, and between Main and 200 West Streets. The Tax List for Improvement District Number Num-ber 11, as corrected, approved and completed by the Board of Equaliziation and Review, which Tax List has been filed with the Springville City Recorder Re-corder and which particularly describes each parcel of land upon which said taxes are to be levied and assessed, setting out the name and address of thereof plus interest to the next succeeding installment due date. The Improvements proposed propos-ed consist of plain 4 foot concrete con-crete sidewalk and either standard stan-dard or irrigation type (as required) re-quired) concrete combined curb and gutter, together with all necessary culverts, drains, catch basins, boxes, irrigation turnouts, private . drivew ays and other appurtenances; and such improvements shall include all other necessary things required re-quired to complete the whole project in proper and workman work-man like manner in accordance with plans, profiles and specifications speci-fications on file in the office of the City Engineer. ESTIMATED COST OF IMPROVEMENTS. IM-PROVEMENTS. The estimated total cost of such improvements improve-ments as determined by the City Engineer is $30,000.00.
