Show U.S. Senator Jake Garn, (R-Utah) intends to fight for Loist increases in defense spending and general rev-enue rev-enue sharing while opposing a withholding tax on individual indi-vidual interest and dividend PaTheenSenate Is confronted confront-ed with near run away inflation on the home front and growing threats from the Soviet Union and otjier adversaries around the world. This dangerous combination com-bination requires us to make very tough choices in an effort to reduce federal spending, the root, cause of inflation, while bolstering our national defense. If we choose to more adequately ade-quately defend ourselves, and I believe we must, then we must be prepared to trim our social welfare spending, despite the political consequences. conse-quences. We simply cannot have it both ways. Senate Budget Committee's Commit-tee's proposed $612.9 billion budget for FY 1981 would require no deficit spending, while authorizing a $5.2 billion bil-lion increase In defense outlays out-lays over President Carters recommendation. The general revenue sharing shar-ing program is one of the most efficient and valuable federal undertakings and it should be among the last to be hit. He noted that total revenue sharing distributions distri-butions through the VS. this year amounted to $6.85 blU lion, and Utah received $42.1 million. Revenue sharing returns a fair share of the taxpay. ! ers dollars to people on ! state and local levels who ! can use them more wise, ly. Compared to categorical categori-cal grant programs, which return 69 cents for each tax dollar in services, a general revenue sharing returns re-turns 99 cents. Even if Congress succeeds in balancing the budget, that will not be sufficient to quell inflation. The additional addition-al revenues which the Presl- i dent and many of my col. t leagues are relying on to balance the budget will re- suit from inflation and ! higher taxes. I favor establishing a 11-mit 11-mit on federal expenditures 1 of 21 of the Gross National Na-tional product. Balan-cing Balan-cing the budget will provide j an empty victory if the Big j Spenders in Washington are allowed to achieve it through ever higher taxes. j |
