While this is good on one hand because it is high time some legislative legisla-tive attention was given to the State Fair it could also backfire on the other hand, because it might lead-to lead-to an indefinite suspension of the fair, even though they are thinking in term s of clos -ing for one year. Therefore, we believe that it is extremely urgent for all Utahns, especially those who faithfully support the State F air and the fine tradition it stands for, to rally and let the State Legislature know how they feel. We should urge every legislator leg-islator to take a broad look at the conditions of the fairgrounds fair-grounds and then take positive posi-tive steps to improve or replace re-place outmoded and run -down buildings. Closing the fair is a negative reaction and only skirts the issue. We need a long-range plan to replace the grandstand and im portant, in the light of your many problems, but to many small operators and prospectors pros-pectors across the land, in the mining industry now locating mining claims, it is of utmost . importance. Jimmy Carter President of United States Dear Sir: We, of the BeaverCo.Utah M inlng Council, would like to call your attention to, and have recorded, our protest, to the proposed rulemaking for Recordation of, Filing Proof of, and Intention to hold unpatented mining claims. The rulemaking is intended to implement section 314 of P.L. 94-579, the BLM Organic Act. This proposal was publish ed by the Dept. of the Interior, In-terior, Bureau of LandMan-agement, LandMan-agement, intheFederalReg-ister intheFederalReg-ister of December 10, 1976; Vol. 41, No. 239, and Federal Fed-eral Register, Vol. 41, No. 235, December 6, 1976. The proposed rulemaking rulemak-ing exceeds the requirements require-ments of the statute in many ways, and would seem to have been hastily conceived, we feel these regulations to be clearly beyond the intent of the recently enacted law. This Act may not appear other facilities, while the fair goes on. Please pass the word to all fair supporters and urge them, in turn, to call or write their state representative representa-tive or senator with the least possible delay. Meanwhile, let us hope that the Legislature Legis-lature not only gets our mes -sage, but does something concrete and positive about it.
