There were also several signers who were registered in communities other than where they resided. All of these problems kept the county clerk from being able to verify the names, and they were stricken from the list. The state was divided into two sections in the drive for signatures, with Ogden and Price serving as the two headquarters. The Action Committee .Headquarters for Ogden was located in room 406 of Hotel Ben Lomond. Many local businesses offered their services for locations where citizens could go to sign a petition. Quotas were set for the number of signatures to be obtained in 15 of the 29 Utah counties. One requirement of the petition was to have the signatures of at least 10 percent of the voters from each of these counties. Weber, Salt Lake and Carbon counties set a goal of obtaining an additional 10 percent in case the other counties fell short of the needed total amount of signatures. The people of Utah further voiced their opinions by sending a petition to President Eisenhower asking for a state "Yes, a lot of people go to Nevada or Wyoming Downs to gamble anyway, so it isn't a gambling issue. The chance of winning a million are slim, but slim is better than none. My brother-in-law in Massuchesetts has made a lot of money on a couple of dollars a week." Mark Sullivan Freshman "Yes. Many also believed the numbers indicated the effectiveness of the drive to keep the shcools under state support. Warren P. Miller, then president of Weber, looked at the election results with optimism.
