The administrative bur. den sponsored by Weber State's rapid growth has caused many of our administrators to take one of two courses: wilting or blossoming. Many, merci Dieu, have taken the latter course. Among them is Dr. James R. Foulger. Dr. Foulger is the Business Vice President and Treasurer. The daily business routine and long term business planning fall under Dr. Foulger's sup. ervision of college physical facilities; custodian of all school funds; maintaining the college's accounting system; issuing stu. dent loans; reviewing college contracts; and many other related activities. The father of five children, Dr. Foulger is an Ogden native. He is a founder, director of Citi. zens National Bank. Dr. Foulger is active .in many civic and pro-fessional organizations. He was a member,' of .the first Ogden City Council" under the council. manager form of government. Dr. Foulger is treasurer of the institutional council, and feels that the new unified school board "is going to make a definite contribution to higher education in the state of Utah." "We realize that because of limi-ted funds higher education must be handled on a state wide basis, rather than an institutional basis," he says. Dr. Foulger is an advisor to the student government on bud-geting and opperating according to sound financial principles. "We're extremely fortunate to have such a high caliber of student officers," he expresses. Although Dr. Foulger fears that "our building problem won't be able to keep up with enroll-ment," he does feel that the ad-ministration is handling problems created by growth in an appropriate manner. "Because of our size we can't deal on a personal level to the extent we did as a junior college," he explains. He continued, however, to stress the "open-door" policy practiced by members of the administration. "We are ready to talk to students at any time," he insists. Certainly Dr. Foulger is 100 percent Wildcat. He seldom mis-ses a Weber State athletic e-vent. He has distinguished himself as one who fights for Weber State against those who would look upon Weber State as Utah's third school. Dr. Foulger thinks Weber State is tops.
