BUCKINGHAMS The Buckinghams, a rock quintet from Chicago will be presented at Lagoon tomorrow at 7 and 9:30 p.m. There remains today in a city in England the afterglow of a once brilliantly burning musical torch. The musical fires of the English pop sound lay smoldering for years while the United States remained the leader, and produced legends in the music business. But in 1963, a curious thing be-, gan to happen. Four young Liverpudlians, with the help of an enterprising young manager, rekindled that torch, and in a matter of months it was carried throughout the world. With the unlocking of the Liverpool door, a steady stream of musical talent was allowed to present itself to the world. There is today in the United States a rather large city called Chicago, which has kept the bulk of its musical talent imprisoned for many years. The reasons for this are too numerous to mention.
