Show GENERAL OTIS TO REMAIN. President MeKinloy Decides he is the Right Man For the Place. New York, Aug. 13. Major General Otis will remain in supreme command of the Philippines. Should he request to be relieved, Major-General Lawton will be assigned to dutv as his succes- sor. This is the decision reached by the president and Secretary Root during dur-ing their conference at Lake Cham-plain. Cham-plain. General Miles favors sending additional addi-tional cavalry, but it is said that Secretary Sec-retary Root has no intention at present pres-ent of doing this. The operations which General MacArthur is conducting conduct-ing to the northward of San Fernando have a double purpose; first, to demoralize demor-alize the insurgents and prevent them from strengthening the positions they have, and, second, to establish himself at a point on the railroad. |
