D., 45B) protests or contests against the claim of the state to any of the tracts or subdivisions herein described on the ground that the same is more valuable for mineral than for agricultural purposes, will be received and noted for report to the General Land Office at Washington, D. C. Failure to protest or contest the claim of the State to said land within the time Rpecihed, will be considered sufficient evidence of its non-miueral character, and the selection being otherwise free from objection will be recommended recom-mended for approval.
