Show bed 60 jail with kitchen council recommends BUilding a jail is not like building other municipal buildings because no matter what you do people will think it Is its it's a real powder keg Ronald Ronad Molen architect of Molen Associates Inc Ina told a 11 coordinating the proposed Uintah Uinta County Jall T To take some of the powder out of building a new Uintah County Jail the county formed the coordinating counci to give public input into its construction The council composed of local law en- en enforcement enforcement officials social services per and Individuals met in their first meeting Tuesday Were bursting at the seams Sheriff Arden Stewart said explaining the con con- condition condition of the present county jail Stewart said that the county jail is full fullon fullon on the weekends 27 people and averages 18 to 20 people daily He said that to plan for the next ten years the county would need a bed 50 facility Several law enforcement members of the council suggested the county should build a bed 60 facility to allow a little leeway and to avoid costs of having to add on latEr later Stew Stewart rt said he expected the n of people in the jail to increase substantially with the influx of state prisoners due to overcrowding of the Utah State Prison and a mandatory day 2 jail sentence for all drunken drivers The and White River projects are both Joth requesting man camps which will contribute to the use of the jail said Neal Domgaard Uintah County Commissioner Molen Moen suggested the council l adopt a philosophy for the new jail which would direct designing the structure The jail can be built to either either punish or rehabilitate people Molen architect for the new jail said continued on page 2 Jail continued from page 1 The council agreed that in the short time one year maximum a person person would be in the county jail it wouldn't rehabilitate anyone Creating a safe environment to de- de detain de tain people was another concern If someone in the same cell does doest t I something to a then the coun coun- count t J ty is responsible because they didn't separate them Molen said The ideal situation would be all in in- in individual cells he said The jail standard set by the state re- re requires re quires four persons per cell but Molen said that conformity to the state stan dard does keep the county from being sued The council decided to leave it up to the sheriff to determine the type of cells in the jail and how many of each kind but they favored having a kitchen in the facility The proposed jail will be located nor nor- northeast of the present county building behind the library It was discussed to move it away from the county building but was decided that it would better facilitate prisons to and from court at the present site Stewart decided tentatively at the meeting that the jail needed eight max max- maximum maximum security cells individual I eight medium security cells individual 24 minimum security eight trustee quarters dormitory two drunk tanks a padded cell six women cells and an isolation cell The maximum and medium security cells were to be two story to save on building costs If the cost of the jail was a minimal a bed Molen said the cost of the facility roughly would be 12 mUli million n to 17 million Operational cot cost of the jail was estimated at 9 million for far the next thir thir- thir thirty ty years for 20 prisoners Molen suggested several areas where costs could be cut in the construction of the use all metal door and locks where necessary and only oMy have slon sion surveillance in the entrances to the b and not in the cells |
