Show Preliminary study for sewer lines is presented at Ballard meeting Rex Harrison and Reed Robinson of oC Horrocks Engineering Co met with the Ballard Water Improvement District Tuesday Oct 26 to report that the preliminary study for Cor the sewer lines and lagoons were now complete A copy of oC the Wastewater Master Plan was presented to each member of oC the board and some of oC the city council members The plan includes the last agreement for Cor treatment of oC sewage that had been presented to Roosevelt City and had been declined It had newspaper clippings about Ballard and Roosevelt failing Calling on sewer agreements and annexation re- re rejected rejected as sewer solution It includes a description of oC the study area existing conditions future conditions engineer engineer- engineering engineering ing study alternatives an and a detailed description of the preferred alternatives The book is on file at the city office Reed Robinson reviewed the changes that had been made and the summary and recommendation section Robinson felt that the Town of Ballard and the Water Improvement District had tried every way possible to work things out with Roosevelt so that Ballard could enter into their sewer lagoons Rex Har- Har Harrison Harrison rison said that a reasonable approach to togo togo go in with Roosevelt had been done and was rejected He said he felt the agree agree- agreement agreement ment that was given to Roosevelt was fair and nothing else could be done The engineers recommended that the Ballard Water Improvement District proceed as follows Submit the Wastewater Master Plan to the Utah Utah State Department of Health Bureau of oC Water Pollution Control for approval Apply for Cor funding Possible sources of oC funding Include the Utah Natural Resources Community Impact Board the Environmental Protection Agency and the Farmers Home Association Ac- Ac Acquire Acquire quire the services of a fiscal agent The duties of oC the fiscal agent will be to set a short and long term repayment pro pro- program program gram Authorize the engineer to proceed with the design of the facilities Remain Remain- RemainIng Remaining Ing design tasks include the final design of the Interceptor system and the preliminary and final design of treatment disposal facilities Obtain the approval of oC Utah State Department of Health Bureau of oC Water Pollution Con Con- Control Control of the Wastewater facilities plans and specifications Construct the wastewater Establish sewer use ordinances the system in inthe inthe the most efficient manner possible Other things would be to negotiate with Roosevelt Karl president of the Ballard Water Improvement District told the engineers that he realized grant monies were not to Include the master plan for Cor Corthe forthe the lagoons Harrison said he realized that but they had to put the lagoons in the plan because they couldn't give an answer without doing the complete study Harrison reported that he also had added information on current develop develop- development development ment such as letters from Dr Robert E Morrow requesting to develop a subdivision sion in Ballard and other developers of commercial property to point out growth potential In the area and maps to use for further development in the area are He said the plan was figured up to the year 2000 and for a population of 2500 people He said it probably would serve more than that because the lines were figured to be 8 10 full Harrison said that he would transmit the Wastewater Master Plan to the Board of Health and the Community Im- Im Impact Impact pact Board He hoped that Ballard would be able to get the support of the Board of oC Health He felt Celt the Environmental Protection Agency may put pressure on the Board of Health How much money the people of Ballard would accept as a reasonable rate was asked by Harrison The Board told him that the people on the Roosevelt line were paying 20 to Roosevelt and were very unhappy about it told Harrison that they would like to hold the monthly fee to 15 if iC possible Harrison told that if iC there were only 75 to 80 hookups on the line the monthly fee Cee would be around 80 BO and that the district would have to have around hookups to drop the fee to 15 per month Harrison said that prepaid sewer connections wOl would d help lower the cost asked that the engineers pre pre- present present sent the Master Plan to the Community Impact Board for funding the first Thurs Thurs- Thursday Thursday day in December The Board discussed information that had been received from Crom Gayle McKeachnie's office on previous Lions that Ballard had tried to make with Roosevelt including a letter dated June 16 1976 in which permission granted by bythe bythe the Board of oC Adjustment in Uintah Coun ty was then withdrawn because rio IO writ ten legal agreement that was a condi part of the approval for the lagoon site was ever completed A portion of the letter from Crom Gayle McKeachnie's office is as follows Pursuant to your request we have ex explored various alternative methods available to allow Ballard Town to use the sewer lagoons owned by Roosevelt have concluded that initially there was an understanding between Ballard and Roosevelt City that the lagoons would be used jointly and that the government funds and grants were acquired on the understanding that Ballard would be able to use those lagoons Apparently the parties tried to reach formal written agreement as to Ballards Ballard's use of oC the lagoons but were unable to do so In discussing the pro blem with Lynn Mitton Roosevelt City attorney and Jerry Sims Roosevelt City Ci- Ci City ty Manager they informed us that the problems fr from m Roosevelt City's point of view were Ballard wanted an unlimited number of hookups Ballard was unwilling to pay what Roosevelt City considered was a fair price for the use to be made of the lagoons Ballard is less restrictive in Its subdivision requirements than Roosevelt City and Roosevelt City is concerned that this would result in people developing subdivisions in Ballard rather than in Roosevelt Mr Mitton also informed us that at one time Roosevelt was willing to sell to Ballard seventh one of oC the sewer system for Cor lIe Ire invited us to ex- ex explore explore the possibility further by having Ballard submit a proposal for Cor Roosevelt's review Shar Lynn Benson of oC Ballard Water Improvement District secretary remarked Ballard always just wanted 6 1 percentage and Ballard has always offered to pay more than to Roosevelt Ballard would have accepted sewer hookups ii if Roosevelt would have accepted 1200 The subdivision re- re requirements requirements In Ballard had nothing w was discussed Mr Gilbert Horrocks briefed the board on the present situation and need of oC Roosevelt City and at different points in the discussion made the follow follow- following ing declarations 1 Roosevelt City In- In Intends Intends tends to built a main trunk line from the city to the lagoon site that would be large enough to meet Its own projected needs as well as serve the projected ted needs of oC the Ballard area during the next 10 to 20 years ears 2 That since Federal fund will be Involved for the project which includes Ballard Roosevelt could not discontinue service to the Ballard area 3 A public meeting will be held to satisfy Federal requirements and Ballard residents will willbe willbe be invited to the meeting to participate in planning discussions Mr Warren Richardson explained to other board members that the County Commissioners had held an informal hearing at Ballard Chapel Friday Aug 9 1974 Twelve to 15 people appeared at atthe atthe the meeting with no objections to the project provided continued service at equitable costs would be provided to Ballard Frank Walker desired that a written agreement be drawn up to formally protect the in in- in
