Show Water needed for energy production There is a growing recognition in Washington that water may well be the limiting factor in our effort to make the nation independent of foreign energy sources Utah Senator Frank E E. E Ted Moss said Monday Speaking to a meeting of the Utah Water Users Association at Utah State University Moss referred to the Federal Energy Administrations Administration's FEA water evaluation in the blueprint for energy independence It is clear from this evaluation the Senator observed that the fuel resources of the Colorado Basin cannot be fully exploited without additional water HE liE ALSO cautioned however that increased industrial industrial industrial in in- use for energy production cannot be allowed to take place at the expense of agricultural and municipal usage Moss said the FEA report recommends two possible new sources of water transfer and weather modification The Senator said cloud seeding and other weather modification techniques techniques techniques tech tech- are arc showing real promise but cannot be expected to solve the west's water problems He lie said transfer of water and even planning for it is currently prohibited by a 10 year moratorium instituted in 1963 1960 Continued on Page 16 10 0 Water need Continued i from Page 9 I would like to see that prohibition removed i at once and I will propose its removal as a condition to any energy legislation submitted by the President dealing ealing with the energy independence program said Moss TRANSFER OF water from as far faraway away as northern Canada and Alaska is a possible partial solution to problems of water scarcity the Senator noted He lie said energy planners should put time brackets on special energy requirements for water The reason for this is that there may be many commitments of water in the west that can be postponed for five to 15 years Allocation tion of wa water tel to tide us over the energy crisis may well wen be time fixed-time allocations of a decade or less said Moss He lie cited other areas that could also ease case the energy crunch and thereby relieve water demands in the west We haven't begun to use the sun and the wind as we should said Moss It seems to me that any nation which could put a aman aman aman man on the moon in less than a decade of guided well well- managed effort could use that brain power to design and conduct an energy program with a wide enough spectrum of techniques and approaches to solve the energy problem There are many opportunities which might lead to solution and we have to test them all |
