Show raise acreage limit F for or state parks new proposed regulations would raise the anoual pere acre age limit of federal lands that states may obtain lor for park purposes assistant secretary of the interior george abbott announced today the new rules would put into effect three amendments which congress enacted to the recreation and public pur poses act sponsored by the department of the interior as part of its effort to help meet growing state and local outdoor recreation land needs bureau of land management director edward explained that the n new ew annual acreage limit on federal redi fedi lands that states state i mg may y acquire for state park systems have been increased from acres to acres involving not more than three sites for calendar years 1910 1960 through 1962 the limitation Is temper staily increased to acres acre in not more than six alx lx sites plus any additional lands that may ma be needed for small roadside parks and rest areas the changes in the law and regulations will also change the method of adding up acreage obtainable each year the new rules permit states to go gc ahead and obtain lands in 1961 1061 and charge the acreage against their 1960 quota when the applications for the lands were filed during 1960 the same procedure would apply in future years the chan change ge remedies situ actions where applications are filed late in the year and because of complex problems that may have to be worked out before transferring the lands to the states car cannot finish processing and issue issue title on all the lands applied for in addition the new rules would make permanent the so called reversionary clause in land deeds issued under the recreation and public purposes act under this clause public land obtained from the federal government for recreation and public purposes must be ly dedicated for a public use it had bad formerly been necessary for the lands to retain their public use character for only 23 25 years the congress however removed the 25 year limit and substituted a permanent limitation the new proposed regulations also include minor changes to reflect alanskas statehood and to permit the departments part ments bureau of land management to collect advance land dentals covering more than one year thereby reducing the accounting costs where here ren rentals atals are modest under the recreation on and public purposes act state and local governments and noh nonprofit profit organizations may buy up to acres each year of federal lands outside the national forests national parks and monuments and national wildlife refuges applications are made to the departments bureau of land management and may cover lands for parks recreation sites public buildings cemeteries scout camps and many other types of public projects director explained during the last fiscal year issued 40 patents for some acres in 16 10 states under the recreation and public purposes act the larest gest went for lands in in oklahoma acres colorado acres and new mexico acres director bozley added The complete text of the proposed changes to part oz of title 43 of the code of federal regulations will be published in the federal register the public will then have 30 days in which to make any comments written comments should be addressed to the director bureau of land management united states department of the interior washington 25 D DC C |
