bearer county and the ron ban mayor and chy council of learer fearer city GENTLEMEN your undersigned undersigner under signed joint committee would respectfully report that in accordance with the instructions of your honorable bodice bodied they have what is commonly known as britts brills meadows situate in the mountains about 15 miles east of beaver city 2nd and puffer lake which is also situate in the mountains about 20 miles from beaver city the object of said visit being to discover the availability if pos sibl sibet of either or both of the above named places being constructed into largo large public reservoirs of water for irrigation and domestic purposes the visit was made upon the 3rd ard day of august 1887 and the committee would beg leave to report the result of their labors as follows britts Brif ts meadows we found to be a mountain basin of about one mile in length by one eighth of a I 1 I 1 mile in width and that two small I 1 a 8 reams a ams and several yer springs I 1 er existed in the basin their con tents finding an outlet outlet through a small box canyon at thi west and lower end of the liea men iowa aws the eastern end of entrance ce to 0 this box canyon was the object objects four most minute examination tc rc the purpose of discovering the approximate emst imst t at of the i construction of a very trong rock dam for the retention ofa of a large body of water waiter in the ba b a in referred 0 to we found the V c to measure 92 feet in wid h between the perpendicular of cli 1 I a 0 of f r rok which nature has se seen e angl angly y provided as ts its for artificial work werk it of the iia t j required the hight highfi from bedi bed i n oft ck to apex of natural abutments w is a found to be 56 feet the cliffs oi 0 abutments referred to are of the r i ick ck known kno e av aa tp the construction cons notion of c a dam at this place wo wd u I 1 have to be of very 1 l strong proportions of a convex or half moon shape the base or foundation placed directly upon bed rack ack ani and to r bo be of a thickness at that point of not less than 50 fat ah yh an I nation on the lower aid w 1 from b base a a e to apex of about 60 degrees the top being of a abick ten feet 1 11 it is estimated that I 1 1 0 masonry contained contain d in a word work 0 gf f this kind would be in the neighborhood of 00 peaches eacia of ro aerial ria t the e 1 poa possible eible 1 exception of lime t to 0 be found in the immediate vicinity our next point of investigation was what is known as puffer lake this body of water wo we found to be about one mile in ion length th by half a mile in width with an average depth of fifty feet the Thel lake akeis is oblong in shape with an outlet or more properly speaking a point of mf overflow during the linie t time of high water a at t its south wes westerly i erly e end nd the overflow and seepage brorn from this last named point emptying indirectly r into the beaver aiyar the present hight of water in the lake owing to the existing drouth is somewhat lower than usual being five feet lower than the point of overflow the streams of water with a number of springs constitute the natural feeders of the lake in the opinion of this committee tile th most feasible plan for utilizing this immense immen e natural reservoir would be by the enlar enlargement gemeni by open cut or tunnel of the ravine through which the overflow usually makes its way and that by this means with a strong rock breastwork OF or dam the most and permanent results could he be obtained we would therefore recommend that the channel or ravine referred to which by actual measurement we found to be one lat hundred indred yards yarda in length be first cleaned of all loose rock or other debris and that a cut bo be thon then made in the solid rock fifteen feet in depth and four I 1 feet in width and that the lake be thereby drained down to that level then that a good substantial rock dam dain be constructed thirty feet in iii hight 0 lit seven fee thick and about twenty five ne feet feel in length with in arched waterway at its base age of about feet the outside of such waterway to be protected by heavy ihn bers in which a stout headd j ie e be made in ade to slide elide with heavy iron adjusting screw to pre vent rent its being tampered with the rear rea r of masonry to be prop erly hacked backed with dry rockwork it at an angel of forty five degrees thle the cut through the waterway we would sugg suggest tbt be made fifteen beeb deep and of a width of four feet at the face of afie dam and diminishing in in depth olf of cut gradually until out side aide end of channel and declivity isrea is reached clied we ive speak of dimi diminishing nigh the depth of cut from the fact that the channel at its lower end and for possibly one third of the distance dia tance upham inclination an of about oue in three brec this would enable the officials controlling the reservoir to draw upon when necessary a layer of water allowing fixed fire feet for evaporation or seepage twenty flye fite feet in depth by I 1 mile in length and half a mile in width thus ensuring ample water supply for all irrigation purposes for many years to come the amount of masonry required for far the above described work we would bg beg leave to specify as I 1 i al amounting Bounting to about 1300 perches with w ith of course about the same of bushels of lime which itA I 41 hought ch t can bo be obtained in the I 1 immediate vicinity other material and in fact badt all except the lime are F it
