Show MAYOR FRAZERS MESSAGE TO THE CITY COUNCIL IS VERY conservative after Briefly Stating the financial Cond condition of beaver city at the present time the chief executive outlines the policy to be pursued during this administration y water works street improvement and other important issues are given Attention Economy Is the watch word to to I 1 the city councils I 1 A gentlemen edday to day we are assuming the rolo role of public servants as mayor and councilmen for tho the ensuing two years s we are arc under contract with the citizens 0 of f beaver city to do and perform certain duties and to transact the business of municipality in in the best interest of the people to the very ery best of our ability in assuming the tha great responsibility si lity of 0 this thia trust I 1 feel that we are bakin taking q up a burden which at times limes will tax our endurance especially as ae we take the government of the city at a time when it is practically bankrupt in debt without a dollar to meet current expenses and with very li little hope of relief until the taxes of ibio 1810 are aio colfe collected ct the people are expecting a great many things from this thid administration not cot realizing the fact that there are no funds in the treasury and a big deficit to meet every avenue genuo whore where it is possible to economize will have to ae be closely g guarded so that the small leaks which of often ien aggregate many dollars maybe may ba closed I 1 deem it proper at this aimoto time to make certain recommendations for your consideration ae as briefly baeley outlining my ideas regard regarding iril our administration ny the first and v to nay my anio d 1 iris r inmost moat important imbor tint is a complete understanding of ourselves so that as a body ws 6 will work together in harmony and without the 06 friction which has some former administrations always keeping in mind that in union there la is strength and that thai in forebears nce an and a careful investigation of the different matters knitters that will come before this body bod y for their consideration we may bo be able t to serve the com community in a way that tant will meet with their unqualified approval I 1 recommend that thai our electric eloc trio service be thoroughly investigated and whore where there is any chance to improve or r make th abe e service more satis satisfactory facto ry to our people it should be done the meter system is so eo nearly universal in the city that a change would not be aarant advantage ag eba boua or advisable and it is recommended that the thi thirty arty five betts which should have been installed last october reordered be ordered and placed at as I 1 early arly a date as possible I 1 it would be good policy to continue the list of widows wag are using the flat rate at the present price of twenty five cents per sixteen 4 candle power light WATER mastor mastela A AND ND ROAD f supervisor t regarding the water master I 1 would recommend that tb thi ot or water master and road supervisor bo be made separate as in my opinion based on several years of close observation it is impossible for one man to give the noo neo essary attention to these important features 1 I therefore recommend that an ordinance be framed creating the office of street supervisor supervisor a ata at a compensation to be decided upon by this thia honorable body I 1 am satisfied that abat by doing tins tho the of the pimple will be better served and alint there will be an actual saving in cash to the city in the appointive offices especially that of water master and ostreet sper visor where numbers of men will be under their supervision in abo employ Y of the city cily I 1 recommend that certain conditions be complied with I 1 first that the city i is s entitled to what it pays for second that the citizen who is ia not willing to give a fair days labor for a fair air d days ays wage should not be ba considered when employing labor to do city work third that a 0 p person oreon working for the oty city ho be on the round ground at tho the appointed time and perform P eight hours labor lab or which constitutes constitute a a days work the wat water rm master armaster and strool supervisor will be expected to insist on these conditions and should be held account able to this body for the failure of their performance I 1 WATER WORKS there is at the present timo time a general impression that some action should be taken looking to io the installing of a water system and I 1 would recommend that investigation be taken along this line and if private capital can be secured for this enterprise without jeopardy to the cites interest I 1 believe atwould it would be well to encourage the investment it it proves that we cannot proceed in this thi s some adequate means of tire fire protect protection iou must musk be provided for our business district other than we sye have in vogue I 1 ie 0 our city ditches STREETS in the matter of rif I 1 would suggest that the usual slip a shod hoed manner of having havick work dono a little littia here and a little there be relegated to the past and that a systematic campaign in of permanent improvement be bb instituted institutor instead one st street well graded and finished is a better advertisement ti for the city th than halt half aban a hundred whore where work has been started then left in a state of upheaval indefinitely I 1 favor tho the enforcement of the ordinance relative to culverts cu lverts toeing aing provided where water hs has to be ba conducted 1 across the sidewalks and su suggest 19 gest that the provisions of the section od ba be earned carried outto out to the letter and further that the fifteenth day of april next nest le the time limit in in which property owneta must bave suCh cu lverts in in place or be barred from the uso ol of the water until cu lverts be provided CEMETERY 1 I favor the observance vande of cemetery Come tery day as practiced here in the last two or three years that 1 hat one dy day in each yeat year be given over to the cleaning up and beautify ingot our city of the silent sanitation public sanitation is demanding much attention and I 1 earnestly uro that th the public health be guarded as far as aa lt 11 Is is in the power ot of this administration and that such steps be taken as will compel the observance of such sanitary rules and regulations as ag may be thought noo noc essary tor for the safety of our people it will be the place ot of this body to insist on our sanitary board doing their whole duty in this regard many complaints are being made mado that certain sidewalks in the city are almost impassible because of the num berof cattle allowed to bed thereon this condition cannot be permitted and as won win akiho us tho now new health a board qualities that this matter have immediate attention WATER waiter SUPPLIES SUPPLIED tho odthe of the community in the th I 1 when committo cs have ati been en appointed for the differ different ont departments I 1 would ask ond and expect that these corn com mittiea give rive their closest atten attention tion to to the
