tex tet northerly to tho the inter section of the hundredth meridian with v ith the southern boundary of kansas thence easterly to tile tho atlantic ocean the instructions issued by secretary of agriculture rusk are as follows from tile dy day of february to the day of december 1803 no battlo are to bo be transported from said area to any portion of the united states north fit 01 west of tho the abon abo e described line except by rail for immediate slaughter ind and when so tr transported alibi arted the following lathona must bo be observed first when any cattle in course ot of transportation from said eaid area aro are un loaded oll cd north or west of this line to be fed or watered tho the places where said cattle are to bo be so fed or watered vat ered stull shall bo be set apart arid and no other cattle battla shall be admitted thereto second on unloading said cattle at their points of destination liens shill shall lie be set apart to receive them and aad no other cattle shall be admitted to said aid pens anti and tho the regulations 0 relating a to tho the movement of texas cattle prescribed by the cattle sanitary officers of the state where un loaded shall bo be carefully observed the cars that have carried said stock shall be cleansed and dis infected before they are again used to transport store or shelter ter animals or merchandise dibe third all cars carrying cattle from said area shall bear placards stating that said cars contain southern cattle and each of thomay tho way bills of sai said al shipments shall havo have a note upon its face with a similar statement whenever any cattle have come coma from said area and beall be rc re shipped from any point at winch which they have been unloaded to other points of des destination tion the cars carrying said animals shall bear similar placards with like statements and tile tho way bills be so stamped at whatever point these eat cat tio aro are unloaded they shall bo be placed in ill separate pens liens to which no do other cattle shall bo be admitted fourth the cars used to transport such animals and the pens in which they are fed arid and watered and the pens liens set apart for their reception at points point of destination shall bo be dis infected iu in the following manner a remove all litter and manure this litter and manure may be dahill fectea by mi mixing ving it with limo or diluted sulphuric acid or if not dis infected it may be stored where no cattle can come into contact with it until after dec 1 b wash the cars and the feeding ind and watering troughs with water until clean c e saturate the walls walla an and d floors of tile the cars and fencing troughs and shutes of the peris pens with a solution made by dissolve ing four ounces of chloride of lime lillo to ea each ch gallon of water or disinfect the cars with a jet of steam under a pressure of not less than 50 pounds to the square inch bich fifth lt it is further expressly provided ded that cattle which have been at least 00 days in the counties of coke nolin nolan fisher stonewall haskell askell II knox knos and hardeman state of texas which lie within the above described area way may be moved from said counties by rail into the states of colorado wyoming montana and south dakota in accordance with tho the regulations made by said states for the admission of southern cattle thereto provided that cattle from said area sh ahall all go into said states only for slaughtering or grazing and shall on no account bo be shipped from said states into any other state or territory of tho the united states before the day of december that such cattle shall not bo be allowed in pens liens or on trails or on ranges that are to be occupied or crossed by cattle going to the eastern markets before the I 1 st day of december and that these two classes of cattle shall not bo be allowed to come in contact that all cars which have carried cattle from said area shall upon unloading at once be cleaned and disinfected dis infected in the manner provided by these regulations that tho the state authorities of tho states of colorado Wyo wyoming montana arid and south dakota agree to enforce these pro visions the losses resulting yearly to the owners of susceptible cattle both in tile the fit interstate ter state arid and trade by the contraction of this disease in unclean and infected cars anal ana peras pens and by means of tile the manuro manure carried in ill unclean cars from place to place have become a matter of grave and serious concern to th the e cattle industry of the united states it is absolutely essential therefore that this cattle industry should bo be protected as f far ar as possible by separating tile dangerous cattle and by the adoption of if efficient methods of inspectors will bo be instructed ted to see that is properly done and it is expected that transportation por tation companies will promptly put into operation the above methods very respectfully 31 3
