questions have ari arisen en under former laiva and anticipating that questions will arise in the future of equal importance it is essential for their r solution to what has been the former legislation 0 of congress the decisions 0 of f courts and the rulings of the department on the subjects of income tax with this view mr rush pugh 0 has been occupied since his appoint nent ment in examining and preparing a digest of the court decisions and tho the department rulings under their respective headings ile he has also compiled a comparison of all of the coriner laws of the income tax arranged so that all the provisions heretofore made upon the same subject shall appear properly grouped and any one at a glance can call see the various changes and modifications that have taken place there have been several acts upon tile the subject of the income tax rhe fhe first was passed august a 5 under this act however nothing was lone done the act failed to provide many anany provisions contained in the subsequent legislation both as to the subjects of taxation and the methods of collection these were provided for in ill subsequent acts the second act was passed july 14 the third let act june 0 1804 the fourth act march 3 1865 an and d tho the fifth act march 2 under the first act SOO was the amount reserved from taxation and the rate of tax was 5 per cent on oil all ams sums over that amount under the act of july 1 1892 1802 the amounts reserved from taxation i were ere as follows if the income exceeded 1600 and did not exceed fl a duty of 3 per on the amount above if said income exceeded tile the sum of a duty of 5 T per er upon the amount exceeding GOO under the third act was exempted and the duty duly was 5 per cent on the excess under the fourth and
