Show UTAH LEGISLATURE. <br><br> The biennial session of the Legislative Assembly of Utah Territory, convened at the City Hall in Salt Lake, at 2 o'clock p.m. on Monday the 12th inst. A permanent organization of the House was then effected, as follows: Speaker, Orson Pratt; Chief Clerk, A. Slayner; Assistant Clerk, Junius F. Wells; Enrolling Clerk, Laurenda Wells; Engrossing Clerk, Annie Smith; Sergeant-at-arms, John Smith; Doorkeeper, Edward Griffith; Messenger, Milson Pratt; Watchman, August Wicken; Chaplain, Parley P. Pratt. <br><br> Secretary Thomas then administered the (ironclad) oath to the members and officers. <br><br> A committee was appointed to confer with His Excellency, the Acting Governor, and notify him that the House was organized and in session, whereupon His Excellency informed the House that he would confer with it at 3:15 p.m. The Council was then notified of the fact, and met the House in joint session to receive the Governor. <br><br> Acting Governor Thomas then appeared and read the following address: <br><br> Utah Territory, Executive Office, Jan. [January] 12, 1880. <br><br> Gentlemen of the Council and House of Representatives: <br><br> I regret to announce the absence of His Excellency, Governor Emery, from the Territory. When he returns he will probably communicate with you in writing. <br><br> As the acting Governor of the Territory, I am prepared to unite with you in the work of legislation. <br><br> I recommend that you proceed in the usual manner to appoint your committees, and to prepare for the general work of the session. <br><br> I transmit herewith for your consideration the annual reports of the Territory auditor and treasurer. <br><br> In conclusion, gentlemen, it will give me pleasure to co-operate with you in the adoption of such measures as may be best calculated to promote the public interest. <br><br> Arthur L. Thomas, Acting Governor. <br><br> After the administration of the oath, by Secretary Thomas, a permanent organization of the Council was made with Lorenzo Snow, President; Chas. [Charles] W. Stavner, chief clerk; W. W. Taylor, assistant clerk; W. L. Halliday, enrolling clerk; Sam'l [Samuel] H. B. Smith, sergeant-at-arms; W. Bell, doorkeeper; Howard O. Young, messenger; Heleman Pratt, watchman; Henry G. Boyle, chaplain. The House was then notified of the organization of the Council. <br><br> On Tuesday standing committees both in Council and House were appointed. <br><br> Aside from the appointment of committees, the only important step taken was that in the House as follows: <br><br> Mr. Penrose presented a petition signed by Eliza R. Snow and 16 others, praying for the removal of the political disabilities of the women of Utah. Referred to the committee on Petitions and Memorials. <br><br> The following was presented by Mr. Penrose; read the first time and referred to the committee on Petitions and Memorials: <br><br> A Bill Removing the Political Disabilities of the Women of Utah: Sec. [section] 1. - Be it enacted by the Governor and Legislative Assembly of the Territory of Utah: That section 10? of the Complied Laws of Utah is hereby amended by striking out the word "male" in the seventh line of said section. <br><br> Sec. [section] 2. - Section 1073? of said Compiled Laws is hereby amended by striking out the word "male" in the third line of said section. <br><br> Sec. [section] 3.- All laws or parts of laws which disqualify any citizen from holding office on account of sex are hereby repealed.
