Show M It is a notable fact that grafting H and thieving municipal governments H arc difficult to overthrow. When a H party with principles of that sort fas- H tens itself on a community it spreads M its tentacles out in all directions and H forms alliances which arc hard to H break. Public graft unfortunately ap- B peals to a large number of persons in H any city and many make a business of H it and a fat living out of it, hence a M grafting administration finds plenty M of willing tools to assist in robbing M the public for a share of the plunder. M New York, Philadelphia, Chicago and fl San Francisoc arc striking examples H Of the exceeding tenacity with which H corrupt municipal officials hold on to M their jobs. The struggle which finally M ended in the overthrow of Boss M Tweed and his gang was long and M bitter. So was the fight which tcr- H minatcd in the downfall of the mayor M of San Francisco and his gang of M boodlcrs. The American people arc M long suffering and it takes time and M persistent effort to arouse them. M When they arc aroused, however, they M arc quick and decisive in their action. M The "American" party of Salt Lake, M which controls the city, is primarily M and secondarily and every other way M a party of graft and thievery. To M observing people the evidence of this M is so overwhelmingly convincing that M 110 doubt of it remains in their minds. B The trouble, however, is that so many neither observe nor think. Facts that arc plain and patent have to be ham- mercd into them from day to day and fl week to week and month to month Bl before they are fully realized. In Salt Lake the "American" party has a HI host of lieutenants ever busy and HI vigilcnt in their efforts to nullify and M discredit the effect of the plain truth. M Practically every employe of the city M is a tool of the boodling administra- B tion. They are primed with specious M arguments and are adepts in distorting 1 and glossing over incriminating facts H and scandalous misconduct on the M part of officials. They and their lead- M crs invent and practice all kinds of chicanery to deceive and hoodwink the honest voter. For these reasons the overthrow of the present administration will be found very difficult. It will require constant and strenuous effort and a united opposition to accomplish it.
