JohnGarr fev -rrm - f 1 ! : l . , As a result of the Senate Sen-ate last week killingSen-ate killingSen-ate Bill 116, Income Tax Rate Adjustment, the House must assume the responsibility of putting together a workable and fundable tax program. The House will be meeting meet-ing Monday, outside of regular session periods, to attempt to draft appropriate appro-priate tax measures to meet the needs of state funding programs. There is still some debate among Representatives as to whether we should repeal the present state income tax or proceed with an adjustment in the present income tax rate schedule. I have some concerns about rate adjustment ad-justment tax proposal that the person least capable ca-pable of paying is, in proportion to his income, hit the hardest. I'm certain cer-tain we will be spending many difficult and trying hours deciding upon which structure we will finally adopt. Tax payers in our area will be pleased to learn that I, with the help of Representative Dmitrich was able to successfully recall SB 37, Traffic and Parking Control at High Schools, and pass it in the House after it had been soundly defeated on it's initial run. This bill prov ides that the municipality, munici-pality, at the request of local school board, may provide police supervision supervi-sion of school parking lots and grounds, which should reduce vandalism and other related problems prob-lems considerably. There should be no increased in-creased cost to the tax payer as a result of the passage of this bill. Our constituents who fall under the State Retirement Re-tirement Act will be pleased plea-sed to learn that the House passed last week, SB 51, State Retirement Benefit providing for increasing in-creasing retirement be nefits from 1.25 to 2'0 of the final average monthly mon-thly salary, multiplied by the number of years of service after July 1967 and providing for an annual an-nual cost of living adjustment ad-justment of 4r0. We actively ac-tively supported and voted vo-ted for the passage of this much needed legislation. legis-lation. Senior Citizens 65 or older of our state will be given free admission to I'tah's State Parks under my bill HB 229. which passed the House last Wed., Feb. 26 and now is in the Senate sifting committee. com-mittee. Hopefully this bill can be placed on the Sen- ate Consent Calendar for quick passage, since it will help our senior citizens citi-zens get out and enjoy our state parks. I worked hard for the passage of this bill to give our senior citizens an additional monetary benefit. SB 110 Water Impact Districts by Senator Bunnell Bun-nell is still before the Senate Sifting Committee but I have agreed to (hopefully) see its safe passage through the House and final signature by the Gov ernor. The bill provides for the appropriation appro-priation of S2 million from liquor control profits pro-fits to allow grants for construction and improvement im-provement district water systems. This bill could provide necessary immediate im-mediate monies for the areas of Carbon, Emery and Grand counties in the construction of much needed water systems. County and city officials offi-cials should be pleased with the passage of Representative Re-presentative Dmitrich's bill, Collector Road Maintenance Funds HB 109 which passed theSen-ate theSen-ate last week and is awaiting the Governor's signature. This bill provides pro-vides for an increase of 15r5, from 10 to 25r-, portion of collector road funds which may be used for maintenance of such roads and will be a great help to our cities and counties. Rodeo buffs and riding club members will be happy to learn that House Joint Resolution HJR 21 that I sponsored has passed pas-sed both houses and has been signed by the Governor. Gov-ernor.
