The possibility of placing tlie measure on the ballot for voter approval at the November Novem-ber eleetion is currently being researched. The new governmental entity, ent-ity, when approved, would be officiality named The City and County of Moab-Grand, with the term Moab-Grnnd also accepted as a legal name, and would be governed by a council of 5 elected Moab- Grand Councilmen. . This council would in turn elect a council president from among Us membership, and hire u professional County Manager to direct the executive execut-ive department of Moab-Grand. Moab-Grand. Although generally accepted accep-ted by local elected officials and the public as a good idea for Grand County, the transition transit-ion period has been viewed by many as a real stumbling block and possible pandora's box. In order to eliminate this possible problem, the consolidation consol-idation committee has written into the plan careful and precise steps encompassing a year of transition time before the new form of government will be fully in effect. To assure continuity, the various county officers in office at the time the plan is accepted will remain in office and succeed to their counterpart offices in the mm City of Moab until the end of their terms. In addition, the current city employees and heads of departments will also be retained for a period of one year, in order that the various responsibilities .and activities can be thoroughly integrated. The members of all boards, commissions, committees, etc. currently existing will also continue in office for a year when the new plan becomes operative, and during that time these bodies will be integrated with Moab-Grand. To assure this, a Board of Advisors will be formed which will consist of all elected officials of Moab City, Grand County and of all other former governments dissolved and incorporated into Moab-Grand, Moab-Grand, except persons holding an elective or appointive office in the new Moab-Grand government. The Board of Advisors will meet as often as necessary with the Moab-Grand Moab-Grand Manager and Council to give advice on policy and technique in the operation of Moab-Grand services, and will serve for a year during the transition. Departments called for in the new government system are: county manager, law, planning and community development, de-velopment, finance, office of clerk-recorder, public safety, health and cultural development, develop-ment, public works and utilities, with provision for the organization of other departments depart-ments as needed. Members of the city-county consolidation committee meeting meet-ing to approve the plan in its present form included W. D. McDougald, D. L. Taylor, Les Rogers, Yvonne Hawks, Connie Con-nie Caouette, Flora Evans, R. H. Ruggeri, Harry Snow and Dick Allen. |
